City of Freeport Human Resource Manager
Due to an upcoming retirement, the City of Freeport is looking for its next Human Resource Manager.
Reporting to the Director of Finance, the Human Resource Manager is directly responsible for the overall administration, coordination and evaluation of the human resource function for the City of Freeport.

This position also handles benefit implementation and administration. You will act as the City’s Risk Management Coordinator, filing and monitoring workers’ compensation claims, and will also serve on the Safety Committee.
The HR Manager is required to stay abreast of and ensure compliance with federal, state, and local employment laws. You will participate in union negotiations, serve on the City’s Healthcare and Wellness Committees, respond to various government required reporting requirements, including annual ADA 1095 preparation, annual OSHA log postings, and bi-annual EEO-4 reports, as well as compensation and benefit surveys, FOIA requests, and employment verifications.
You also will maintain the drug and alcohol testing program, track the annual performance evaluation process, participate in the annual employee handbook update, and respond to and dispute unemployment claims.
The qualified candidate will possess a Bachelor’s degree in a related field, or an equivalent combination of education and experience, a minimum of three years of HR management experience, to include recruitment and selection, benefits administration, and labor relations. Public sector HR experience is preferred but not required. You must have a working knowledge of risk management and safety practices, excellent communication skills, both verbal and written, excellent interpersonal, negotiation, and conflict resolution skills, excellent organizational skills and attention to detail.
You must also have the ability to act with integrity, professionalism, and confidentiality at all times. Proficiency with Microsoft Office Suite is required, and a PHR or SPHR certification is strongly preferred.
