Job Description:
The Human Resources Specialist is responsible for the general functions of the HR department and assists in all personnel matters. Serves as a liaison between employees and management.
Job Duties:
Manage the annual employee performance review process, including Analysis of Cost-of-Living increases
Assist in keeping the salaries and job descriptions up to date; conduct a salary analysis on a need by basis
Ensure all employees records are maintained and updated with new hire information or changes in employment status
Manages Workers Compensation claims, and prepares annual Workers Compensation audit report
Manage all COVID-19 related cases; ensuring that we are up to date on any COVID-19 law changes
Manage all Leaves of Absence and communicate with employees accordingly
Manages labor compliance and fringe benefits systems
Respond to human resources-related inquiries.
Create and distribute internal communications regarding status changes, benefits, or company policies.
Manage the employee termination process, and personnel files and records
Assists with the preparation of the performance review process.
Assist with the onboarding process
Assists or prepares correspondence as requested
Interpret and explain human resources policies, procedures, standards, employment law or regulations
Develops human resources solutions by collecting and analyzing information; recommending courses of action
Assist in Administering health and welfare plans, including enrollments, changes and terminations. Processes required documents through payroll and insurance providers to ensure accurate record-keeping and proper deductions.
Completes special projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information; fulfilling transactions
Job Requirements:
Must have five years of experience or equivalent formal training in the Human Resources field
Bachelor’s degree required
Prior leadership experience required
Comprehensive understanding of public works labor compliance preferred
Strong knowledge of employment and safety laws and regulations
Must have good communication and organizational skills
Must have a valid California driver license and favorable DMV record
Physical, Mental and Environmental Requirements:
Must be able to sit for long periods of time.
Must have minimal ability to stand, sit, squat, bend, kneel, twist, crawl, reach, push, and pull as required for light duties of standard office clerical positions.
Occasional lifting and/or carrying of objects weighing up to 20 lbs.
Exposure to air-conditioned/heated office environment.
Hearing is required to perceive information at normal spoken word level.
Visual acuity is required for preparing and analyzing data, operation of office equipment, and determining the accuracy and thoroughness of work.
