Department Summary:
MITRE National Security Sector (MNS) and the National Security Engineering Center (NSEC) FFRDC is placing significant emphasis and focus into solving challenging problems that cut across all Departments and Agencies, Industry, and International Partners. As a systems engineering and integration FFRDC, NSEC fulfills the important role of assisting the DoD in solving its most challenging problems that require integration across the Services, other DoD agencies, the Intelligence Community, and the Interagency. Boundaries between these different organizations limit the DoD’s ability to discover how integration and collaboration could enable cross-cutting solutions and to identify and develop these solutions. The breadth of its connectivity, spanning warfighters and other operators, technology developers, acquisition offices, and the intelligence agencies, puts the NSEC in a unique position to help address this gap. This is an important way in which the NSEC proactively assesses capability gaps and needs by mission rather than by system or Military Service, and focus on outcome rather than process.
The NSEC, in collaboration with its sponsors, developed a short list of five particularly important Priority areas where the NSEC could lead development and implementation of solutions to help address pacing mission challenges. These Priorities currently lack consistent and robust government leadership, have a strong need for joint solutions, and solve challenging problems identified in the most recent National Defense Strategy. Furthermore, MITRE is strongly positioned to support these critical areas.
This requisition seeks to find a Director for one of those five Priority areas, specifically the Contested Logistics Cross-Cutting Priority area.
As the Cross-Cutting Priority Director for Contested Logistics, the successful candidate must be a strong technical leader who can define, cohere, and lead major initiatives to develop and deliver the systems-level architecture, operational prototypes, and analysis capabilities needed to supply and sustain the joint force by moving materiel from the homeland to the tactical edge, while balancing across all relevant constraints, options, threats, and risks.
The candidate must focus on bridging individual sponsor/portfolio efforts via a set of cross-cutting initiatives to achieve integrated outcomes. The candidate will help to align MITRE’s research initiatives and direct work program to enable larger scale, integrated, innovative solutions, and partner with organizations and leaders within the sponsor community, and across industry and international partners as appropriate. The candidate must be able to oversee various initiatives and to lead interactions between senior stakeholders and MITRE on those initiatives in order to drive change and enable outcomes. This is a critical role that will require careful synchronization across MITRE’s research activities, work programs, other Cross-Cutting Priorities, and broader MITRE strategic priorities.
The successful candidate will report directly to the Vice President for Cross-Cutting Priorities and be a member of the Cross-Cutting Priorities leadership team and organization within MITRE National Security Sector. The selectee will be part of a small team leading these priorities, coordinating efforts with the other Priority Directors and leaders, Chief Engineers, and key stakeholders.
Key Job Responsibilities Include:
Developing a strategy to define the end state vision for Contested Logistics, MITRE’s role in enabling that end state vision, the systems-level architecture across the whole-of government and whole-of-nation, and the specific initiatives that MITRE should prioritize to deliver the highest impact capabilities and outcomes in this critical area.
Building a team and/or network of related projects and efforts and aligning capabilities to deliver the cross-cutting priority outcomes.
Advancing MITRE’s capabilities through innovation, integration, external partnering, and direct work program shaping in alignment with the NSEC Cross-Cutting Priority strategy.
Leading new partnerships across government, industry, and innovation networks to achieve cross-cutting priority objectives.
Partnering with work programs and network of government champions to catalyze solution development and operational transition.
Cohering and integrating cross-MITRE and cross-government activities across key areas relevant to Contested Logistics, including vulnerability modeling and assessment, resilient network design, indications and warning and situational awareness, course of action generation, and command and control.
Required Skills
A master’s degree and 15 years of experience (or equivalent in combined educations and experience) leading technology development and integration, strategy and business development, technical and engineering services, program and portfolio management, and government program leadership
Significant experience in the national security area or related technical fields with specific expertise in some subset of the areas of modeling networks, logistics optimization, vulnerability assessment, operational analysis, interagency collaboration, and command and control.
Demonstrated experience overseeing cross-cutting and multi-organization initiatives, including overseeing the direct work, funding, and management of teams that cross sponsors, technology, and missions/domains.
Success in providing sponsors with advice to address critical issues; setting and meeting strategic objectives; and advancing short and long-term program goals.
Excellent leadership skills including persistent, tactful, and persuasive communications, influencing, conflict resolution, and building trust.
Demonstrated ability to develop a strategic vision and use that vision to guide short and long-term execution.
Experience in shaping and executing complex classified sponsor mission outcomes.
Demonstrated ability to develop and maintain strong partner and sponsor relationships at the most senior levels of diverse organizations.
Strong business acumen and demonstrated ability to develop, plan and implement cross-cutting strategies in a complex multi-stakeholder environment.
Experience working across multiple technical disciplines with a desire to do cross-disciplinary work assessing concepts for novel national security systems and sensors in operational contexts.
History of team building, achieving team goals, and growing trust.
