Plans, supervises, and coordinates, through subordinate supervisors, the work activities of the highway construction and maintenance crews engaged in the construction, repair, and maintenance of county roads and highways and traffic signs and markings; keeps records and prepares operational reports; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for all construction, repair, and maintenance work, which require the assistance and support of several subordinate supervisors, thereby presenting more complex problems of planning, controlling, coordinating, and supervising the work of the staff.
This class differs from that of Highway Construction and Maintenance Supervisor II in that it is responsible for the planning, supervising and coordinating the work activities of the construction and maintenance of county’s roads and highways and traffic signs and markings, which require the assistance and support of several subordinate supervisors; whereas the Highway Construction and Maintenance Supervisor supervises a variety of highway construction, maintenance and repair projects or supervises the work of a pavement preservation crew engaged in the resurfacing of streets and roads in the County of Maui.

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and seven (7) years of general construction and maintenance work, four (4) years of which shall have been as a supervisor of road and highway construction and maintenance work.
License Requirement: Possession of a valid motor vehicle driver’s license (equivalent to State of Hawaii, Type 3).
Knowledge of: principles and practices of supervision; tools, equipment, materials, practices, and procedures used in road and highway construction and maintenance; applicable occupational hazards and safety practices; departmental policies and standards.
Ability to: plan, layout, assign, supervise, and review the work of others; give clear and concise work orders; coordinate the use, maintenance, and repair of motorized equipment; analyze, investigate, and resolve complaints; determine staff, equipment, and material requirements for projects; maintain records of work activities and prepare progress reports; deal effectively with others.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

The County observes 13 holidays per year (14 in an election year).
Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
