Senior Purpose:
Responsible for the management of all tactical & strategic HR including the bi-weekly processing of payroll.
Key Result Areas (KRA’s):
1. Payroll Processing
Responsible for the accurate and timely payroll processing in ADP Workforce Now. Maintains up-to-date work instructions related to the payroll process.
Accountability
Processes payroll on a bi-weekly basis by submitting the completed payroll file to ADP by Tuesday at 1:30pm of payroll week. Ensure that all relevant changes to the employee master files have been made and that all new hire information and/or terminations have been updated prior to the submittal of the payroll file. Review work instructions quarterly and make changes as needed.
2. Benefits Administration & Strategy
Responsible for benefits administration & strategy of all company benefits plans including medical, dental, 401k, short term disability, long term disability, life insurance, boots, safety glasses, and wellness.
Accountability
Answer all associate questions and handle all benefits claims within 48 hours of receipt. Process new hire paperwork, terminations, and payroll deductions according to plan eligibility and termination rules. Dental claims are emailed from DR Administrative services every Thursday and need to be processed within 48 hours. Process short-term disability (STD) & long-term disability (LTD) requests, communicate with associates, track STD & LTD leave in E-Time, send necessary paperwork to the LTD provider, and calculate and process STD payments in payroll. Process all boot and eyeglass reimbursements within 48 hours. Record boot reimbursements in the boot reimbursement spreadsheet, process check requests, and input in payroll as needed. Process all benefit invoices within 30 days of receipt. Administer the open enrollment process including conducting the open enrollment meetings in the fall. Coordinate and communicate all benefits related information via email, posters, and/or meetings, etc. Ensure that associates are aware of open enrollment periods and benefit changes. File the form 5500 for the medical and 401k plans annually within the designated timeframe. Respond to any unemployment claims from ODJFS within the timeframe specified on the paperwork.
3. Performance Review Administration & Strategy
Responsible for overseeing the performance review process as well as for developing effective tools toward generating a high performance work culture.
Accountability
Populate all merit increase spreadsheets and email to all managers in February of each year along with the average merit increase percentage. Make sure all merit increases and evaluation forms are received for the increases to be effective by March 1 of each year. File all evaluation forms in personnel files. Review evaluation form & improve as needed in support of a high performance work culture.
4. Worker’s Compensation Administration
Handle all correspondence and requests regarding BWC claims. Calculate and pay BWC premiums. Handle questions regarding worker’s compensation.
Accountability
Handle requests from associates to file worker’s compensation claims ASAP. Respond to all BWC paperwork regarding claims within the timeframe indicated on the paperwork. Work with the TPA & MCO to effectively manage claims. Process BWC premiums on a semi-annual basis according to the deadline on the paperwork. Respond to the Safety Manager’s request for hours worked and headcount information on a bi-annual basis. Review worker’s compensation quotes from other TPA’s on an as needed basis.
5. Staffing & Onboarding
Responsibility for filling all open positions timely. Coordinate new hire orientations.
Accountability
After receiving the signed job requisition form and position description in KRA format discuss strategy with the hiring manager. Determine how to most effectively reach the target audience. Develop and initiate all job postings. Select and engage recruiters if necessary. Sign recruiter agreements, manage applications and present to the hiring manager, coordinate interviews, communicate agendas, ensure Tom Foster methodology is followed, extend offers, effectively communicate decisions to candidates that were interviewed but not selected. Conduct aptitude testing for all candidates interviewing for maintenance, production, or shipping. Draw up offer letters; arrange pre-employment testing and background checks. Prepare personnel files, medical files, and a badge for the time clock (if non-exempt employee) before the new hire starts. Coordinate training with EH&S Manager; communicate new hire information to all necessary parties. Conduct the HR portion of the new hire orientation during the first week of hire.
6. HRIS Management & Maintenance
Responsible for managing the time and attendance system, self service portal, and payroll system. Trouble shoot problems, handle password resets, provide training to new hires; generate all reports needed by management, answer questions with regard to accrual balances, time off requests, and points toward attendance.
Accountability
Handle password resets within 24 hours, trouble shoot problems as quickly as possible depending on ADP call center workload and knowledge of representative.
7. Random Drug Testing Program
Arrange random drug testing through Mount Carmel. Submit updated rosters. Collect results. Notify managers of positive tests.
Accountability
Arrange drug testing quarterly. Arrive on-site for drug screenings by 6:40 a.m. Give random list of applicable employees to production supervisor or manager to gather up the employees. Set up Mount Carmel in the president’s office to administer the testing. Results are mailed from Mount Carmel and filed in employee medical files.
8. Ensure Compliance with Federal and State Employment Laws
Ensure compliance with federal and state employment laws including but not limited to ERISA, Title VII, HIPAA, FLSA, and FMLA.
Accountability
Maintain files according to the record retention schedule. Handle coordination of file disposal in January of each calendar year. Provide all notices to employees required by law, such as, annual SAR’s for the 401k & medical plans, amendments to plans, annual Medicare notice, etc. Respond to FMLA requests and provide required paperwork within 3-5 business days as indicated on the FMLA paperwork. Keep abreast of changes in regards to federal and state employment posters. Contact ADP if new posters aren’t received timely. Manage benefit plans according to ERISA and HIPAA guidelines.
9. Employee Relations
Ensure a safe, fair, and positive working environment.
Accountability
Investigate and respond to employee concerns on an as needed basis. Ensure fair treatment of benefits programs, compensation, and policies throughout the company.
10. Other Requirements
Attend Ownership Thinking meetings, safety training and programs, all associate meetings as needed. Prepare monthly reports every month. Send monthly anniversary reports to President. Visit plant often to interact with employees. Manage special projects, including compensation review, on an as needed basis.
