Responsible for assisting organizational leadership in the preparation and review of general and specific operational plans for state and local emergency preparedness organizations. In coordination with the Chief of Operations, oversees the development and maintenance of the State Emergency Operations Center. Leads the Division’s Regional Emergency Manager (REM) Program and ensures that the assistance given to local governments meets the needs of local emergency managers. Through the REMs, advise and assist local government officials on emergency preparedness issues and interpreting state and federal requirements and procedures. Individual responsible for many response-oriented SOPs and monitors county compliance in several REM-supervised Local Emergency Management Performance Grants (LEMPG) areas. Additional responsibility for updating SEOC-specific individual training plans. Serves as one of the Division’s rotating Duty Officers and maintains 24-hour availability for assigned Duty Officer period. The position supports and manages the State Emergency Operations Center during response/emergency operations and exercises. Conducts regular SEOC preparedness training and exercises. The position supports and coordinates the maintenance and preparedness of the Alternate Emergency Operations Center (AEOC). Provides oversight and support to the individual reservist program, consisting of volunteers to work in the SEOC or at local emergency management offices during a disaster. Additionally, the position is responsible for assisting the Director in the activities and reports of the State Emergency Response Commission (SERC).
Minimum And Additional Requirements
A bachelor’s degree and experience in emergency planning, operational planning, public health management, or other related work experience.
Preferred Qualifications
South Carolina Certified Emergency Manager certification is preferred or completed within three years.
Additional Comments
Must possess knowledge of the principles, concepts, methods, and applications of emergency planning and disaster response fundamentals and training and exercise development and execution. Knowledge of state and federal rules and regulations relating to emergency preparedness and emergency operations is needed. Must be able to conduct conferences, conference calls, briefings, training sessions, and group discussions on plan development, implementation, and evaluation of training and exercise development and execution. Must be proficient with technology. The ability to communicate in a clear, concise manner and to establish and maintain professional relationships with coworkers and personnel at the state, federal, and local government are essential. Individual skills in researching, writing, and reviewing are required. The position involves meeting deadlines for training exercise development and execution and successfully achieving goals and objectives.
