The Benefits Manager will lead and execute a wide array of diverse and complex benefit offerings to the employees of Behavioral Health Network. The Benefits Manager will oversee the day-to-day administration of all benefit and leave of absence related matters, including employee inquires, policies, oversees and has extensive knowledge in the areas of MA PFML, FMLA, ACA, ADA and ADAAA. The Benefits Manager ensures benefit and leave programs comply with legal and regulatory requirements and are cost effective and provide minimum value in accordance with the Affordable Care Act regulations. Benefit programs include, but are not limited to, medical, dental, vision, long-term disability, life insurance, leave management, retirement plans, flexible spending, wellness, employee assistance, and other additional voluntary benefits.

Additionally, the Benefits Manager will be experienced in handling complex employee relations challenges, including but not limited to conducting confidential workplace investigations through a social justice lens. The incumbent provides guidance in interpreting and enforcing human resources policies & procedures to employees and managers. Reviews and counsel’s managers and supervisors regarding employee-related issues and advises on when progressive corrective action is suitable while keeping in compliance with existing policies, procedures and the law.

Essential job functions include, but are not limited to:

• Managing the overall benefit and leave administration processes for 2400+ employees.
• Supervise a team of HR professionals responsible for benefit and leave management processes.
• Works in conjunction with benefits broker to create annual open enrollment benefits package for executive leadership review and approval. Creates open enrollment communication materials and educates staff on new benefit plan options.
• Manage 403(b) and 457(b) enrollments, loan requests, withdrawals and compliance processes.
• Responsible for ensuring compliance with all facets of Affordable Care Act regulations.
• Responsible for responding to 226J IRS audits with appropriate documentation to support offers of coverage with the end goal of zero-dollar penalties.
• Responsible for oversight of Leave of Absence management including but not limited to MA PFML, FMLA, Personal leave, Military leaves. Recognizes when to escalate challenging leave cases and when to suggest termination to AVP for consultation.
• Schedules ergonomic assessments upon request and follows through with providing necessary workspace adjustments in conjunction with program management.
• Manages employee accommodation requests related to ADA and Pregnant Worker’s Fairness Act by engaging in the interactive process to determine ADA compliance and reasonable accommodations.
• Oversees Wellness initiatives for BHN, including chairing the Wellness Committee and recruiting new members.
• Understands all employment laws including: EEO, FLSA, ADEA, FMLA, MA PFML, ADAA, WC, ACA, and Mass State laws.
• Participates in handling and resolving employee relations issues; including but not limited to conducting workplace investigations, writing thorough investigation reports and provides advice and counsels managers on employee-related issues. Attends employee termination meetings as a representative of the HR management team.
• Training: assumes active role in conducting employee and manager training.
• Conducts benefit meetings with new hires and employees with changes in status and ensures benefit plan details are accurately communicated.
• Prepare special reports and analyze data for executive leadership team and other agency managers as requested.
• Assures compliance with provisions of Employee Retirement Income Security Act (ERISA). Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as the Internal Revenue Service, such as annual PCORI fees and ACA filings.

Education and training requirements:

• Associates degree in Business Administration or related field required. Bachelor’s Degree in HR Management, Business Administration, or related field preferred.
• 5-7 years of experience in human resources or benefits administration with demonstrated expertise working with large employer groups (1,000+ employees) required
• 1-2 years of supervisory experience preferred
• Relevant certifications, such as CEBS, PHR, SPHR or SHRM preferred
• Extensive knowledge of health & welfare plan administration and leave management processes required
• Excellent written and verbal communication skills required
• Strong people and project management skills required
• Strong analytical, problem-solving, and decision-making skills required
• Excellent organizational skills and time management skills required
