Performs professional accounting and budgeting work in maintaining accounts and preparing financial statements. Work involves analysis of financial transactions, accounts, and fiscal actions to determine their proper accounting treatment, and preparation of related financial reports and statements. Work requires fully developed accounting skills. Worker receives assignments and direction from technical supervisors. Work requires collaboration with other county departments and other state agencies.
Essential Job Functions
Oversees daily cash funding needs of various accounts used by County in an attempt to increase interest income.
Prepares reconciliation and accounting schedules.
Prepares and uses spreadsheets, charts and other analytical tools (e.g., revenue forecasting model, debt service analysis, budget revenue trends model, and investment analysis) to evaluate the County’s current financial position and to forecast future projections.
Review, analyze and adjust budgets as needed for assigned funds.
Plans and implements procedures with other departments to eliminate fraud.
Provides technical support for County’s internal controls and makes recommendations that will strengthen them to ensure financial well being. Ensures recommendations are in compliance with Generally Accepted Accounting Principles, Government Accounting Standards Board, local, state and federal laws.
Sets up wires and wire reports received by various financial institutions.
Prepares and oversees the revenue and expenditure budgets for assigned funds; analyze monthly reports of assigned funds to ensure compliance with the budget. Approves vouchers as assigned.
Responsible for setting up oversight of each account to detect suspicious transactions within the account.
Develops presentations for public meetings or Board of County Commissioners meetings with all supporting documentation.
Reviews daily tax receipts in preparation for reconciling with system, approves tax journal postings.
Attends and participates in public meetings and hearings as required.
Provides technical support to other departments regarding accounting and budgeting procedures and computer support; provides support and oversight to utility billing.
Coordination with other departments and outside parties (e.g. Auditors and special tax districts of accounting transactions and various requests for reimbursement.)
Assists in preparing schedules and other supporting documents to substantiate the financial statements.
Assists in preparation of the official statements and other documents necessary for the County to obtain outside funding for capital projects as well as other needs.

Supervise and manage staff, daily operations, and policy development and implementation.
Communicate effectively orally and in writing.
Deal effectively with the public.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
Training and/or Education:
Bachelor’s degree in accounting.
Experience:
Five years of accounting experience preferably in governmental or fund accounting that must include considerable experience managing staff (at least one year), daily operations, customer service and policy development and implementation.
Licenses or Certificates:
Certified public accountant certificate desired.
