Under direction, the Accounting and Financial Systems Analyst (AFSA) performs financial and economic planning, and systems and rates analyses within three major units in the Accounting Division:
• Accounts Payable and Payroll
• General Ledger, Financial Reporting, and Accounting Systems
• Property, Plant and Equipment, Accounts Receivable and Cash
Individuals in this class analyze and prepare financial and statistical reports for internal management and external government agency reporting, maintain integrity of a major system within East Bay Municipal Utility District’s (EBMUD’s) Accounting Division including performing system administration, analyses and maintenance of major modules in coordination with the Information Systems Department, Budget Office, and Human Resources Information Systems (HRIS), and ensure maximum operational efficiency of that system. In addition, the AFSA will provide lead direction to technical and support staff as assigned.
Typical responsibilities may include:
• Conducting administrative, financial, economic, systems and rate analyses and studies, then developing rate computer models for rate design purposes.
• Assisting in evaluating new software applications for administrative, budgetary, financial and information modules and systems.
• Analyzing and recommending improvements in system processing and data reporting.
• Performing financial information system administration duties such as monitoring system performance, backing up and archiving data files.
• Preparing documentation of new and revised operating and internal control procedures, module and system design features, then providing technical assistance and training to designated staff in their use.
• Assigning, reviewing and participating in analyzing the source of and correcting errors in payroll data calculations and system output.
• Directing and training assigned staff and participating in the proper sequencing, accuracy and timeliness of payroll and accounts payable processing, creation of print files, and production of electronic files for distribution to external agencies.
• Forecasting EBMUD operating expenses and revenues.
• Developing financial analysis models, conducting financial analyses and financial management audits.
• Compiling and reviewing EBMUD financial information for budget comparison and rate making purposes.
• Leading and managing financial and business-related projects.
• Preparing written reports on various issues.
• Providing data, analysis and assistance to outside consultants when needed.
• Acting as a liaison to outside agencies and other utilities.
• Performing related duties and responsibilities as required.
The ideal candidate deals effectively and professionally with a variety of people in the course of work; possesses excellent written and oral communication skills; a proven ability to analyze facts, derive logical conclusions, and then make appropriate recommendations and solutions; and the ability to pay accurate, careful attention to details. There is currently one regular vacancy in the Accounting Division.
The salary range is $10,549 per month increasing to $11,076, $11,630, $12,212, and $12,823 after 6, 18, 30, and 42 months, respectively.

A typical means of acquiring the essential knowledge, skills and abilities is:
1. A bachelor’s degree or its equivalent, with a major in business, accounting, finance, economics or a closely related field; and
2. Two years of experience above the entry level in either utility rate design or in accounting and financial analysis which included experience in auditing, accounting procedures development, long-range financial forecasting, budget development and/or the analysis and development of computer-based accounting systems.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
