The primary purpose of this position is to accomplish a wide variety of assignments and conduct special studies concerning the programs of the organization. Responsibilities Provides managers with objectively based information for making decisions on the administrative and programmatic aspects of projects, programs, operations, and management of the organization. Reviews various regulations and directives for assigned projects applicable to the operation of the administrative functions of the organization. Actively participates with management in preparing detailed plans, budgets and/or schedules for assigned programs. Presents briefings and visual presentations. Works to achieve and support quality improvement in all products and services. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes accomplishing a wide variety of assignments and conduct special studies concerning the programs of the organization. To assist management and civilian employees with recommendation to improve and manage aspects of the organization manpower. Quantify total force manpower requirements for air craft system to maximize capability-based requirements studies. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. OR EDUCATION: PPh.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Related degree from an accredited college or university. (You must attach a copy of your transcripts) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of Graduate Education and Specialized Experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Knowledge and skills in applying and adapting analytical and evaluation methods and techniques to issues and studies concerning the efficiency and effectiveness of foreign military sales programs and operations, to include the development of new or modified policies, procedures, practices, guidelines and work methods. Knowledge of laws, regulations, policies, and precedents which are pertinent to and affect foreign military sales operations. Skill in recognizing the inter-relationship of various aspect of assigned programs to integrate and analyze information to evaluate the program’s overall status. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to access or locate information through the use of a personal computer and software programs. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. Additional Information Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a “1” or “2” AND block 34 must be a”1″).
