THE ASSESSOR-RECORDER-COUNTY CLERK DEPARTMENT is responsible for the valuation of taxable property; recording and maintaining documents for property ownership, births, deaths, and marriages; performing civil ceremonies; and processing marriage licenses, fictitious business names and other legal documents. The Assessment-Recording-County Clerk (ARCC) Technician II is a member of a team responsible for providing support related to the recording, assessment, clerk, and business processes of the department. The technician provides administrative and technical support to the department and to external customers at the department’s public counters and via telephone, email, etc. The technician uses a variety of computer programs through the course of the work and understands and performs complicated technical and routine tasks with a high degree of accuracy and reliability. ARCC Technicians have regular assignments at any one of the Assessor-Recorder-County Clerk’s public counters. As such, the hours of work will mirror the open hours of the counter assignment.
There are currently two (2) full-time, fully benefitted vacancies in the Assessor-Recorder-County Clerk’s office to be filled at the ARCC Technician I or ARCC Technician II level. Please note, to be considered for the ARCC Technician I position you must submit a separate application to that recruitment.
This recruitment may be used to fill future vacancies in the Assessor-Recorder-County Clerk’s office. The currently available assignments are:
Recorder Assignment: One current assignment is in the Recorder’s Copy Center, which is a fast-paced, customer-focused environment. Among other skills and responsibilities, this assignment requires cash handling accuracy and excellent communication skills to assist members of the public who may be unfamiliar with Recorder’s operations.
Fixed Term Assignment: This is a two-year fixed term assignment that will provide project-based administrative and technical support in a departmental unit, which may include Valuation, Assessment Systems, the Recorder, or the County Clerk.
The ARCC Technician II differs from the Technician I in that Technicians at level II are expected to independently exercise initiative and judgment within more complex assignments and can fully understand, explain, and apply established policies and procedures.
Our Highly Qualified Candidate is detail-oriented, accurate and reliable in their work and demonstrates excellent time-management skills. They are service focused and enjoy assisting members of the public in any format, including in-person at the counter, by phone or by email, and they are eager to learn new things and approach their assignments with enthusiasm. The ideal candidate also has excellent communication and interpersonal skills and can express ideas clearly, concisely, and accurately when writing correspondence and reports. They have a proven track record of developing and maintaining professional, supportive, respectful, and collaborative working relationships, and working successfully both independently and as part of a team.
Additionally, this candidate successfully utilizes computer software programs, including Word, Excel, and Outlook, and can learn department-specific computer programs. Experience in a related field such as property transfer, recording, or legal document processing is highly desirable.
Bilingual Skills: Bilingual skills in English and Spanish are not required for this position, but candidates who successfully demonstrate proficiency in Spanish and English may be eligible for an additional 5% bilingual differential pay. A bilingual proficiency exam will be administered to ensure the candidate possesses the appropriate skill level for the assignment.

One year of experience processing legal recordable documents and/or tax assessment records at a level equivalent to the County’s class of Assessment-Recording-County Clerk Technician I; OR graduation from high school and two years of full-time experience in a field related to the work such as, but not limited to, real estate appraisal, real estate sales or management, accounting or auditing, building cost estimating or inspection, building construction, title insurance, or experience in a regulatory or legal agency which has provided the required knowledge and skills.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
