We are currently seeking an IT Population Health Solution Analyst I to assist in the team’s Population Health application implementations and support throughout the Banner Health organization and affiliated networks. The position will be responsible for building customer relationships, supporting the rollout and support of our population health applications, working closely with other Banner Health departments and vendors.
Applicant should have a broad knowledge of Population Health, ambulatory EMR’s (Cerner, eClinicalWorks, etc.), EMR provider training and education as well as primary care physician workflows is helpful. Would prefer that the candidate also have working knowledge of ambulatory patient care and/or knowledge of health plan quality/incentive programs for Primary Care physicians (such as MIPS, APM, PQRS, etc.). Candidates with technical experience in healthcare IT such as SQL, API’s, HL7, EMR configuration, and have a basic knowledge in IT systems and/or networks and some clinical knowledge would be ideal.

POSITION SUMMARY
This position provides expertise in Health Plan processes and participates in formulating system scope and objectives relative to the company’s requirements. Works as part of a team who provides knowledge, guidance, research and fact finding expertise to define, design and modify specifications and processes of information systems. Incumbent participates in establishing system documentation standards and quality assurance methodologies for Health Plan systems and applications.
CORE FUNCTIONS
1. Gathers and assesses Health Plan Division information needs and prepares system requirements for Health Plan medium and large-scale projects. Manages the full scope of assigned projects.
2. Performs analyses, development and evaluation of project requirements, data needs and quality standards.
3. Serves as a liaison between Health Plan and IT leadership regarding the identification of the business critical information and knowledge and its usage and availability.
4. Interacts with user community to produce business and system requirements.
5. Manages medium and large-scale Health Plan projects, concurrently. Acts as a Project lead, managing all aspects of the project to ensure its successful completion. Manages project resources to ensure compliance with scope, quality, budget and schedules.
6. Creates technical and project documentation, including user guides
7. Participates and interacts with external Vendors as needed.
8. Prototypes complex solutions, prepares test scripts and conducts tests for data extraction, loading and presentation. Identifies, investigates, tracks, and resolves multilevel project, system or application errors ensuring the solution is timely and of acceptable quality.
9. This position has responsibility for working with internal customers to gather and assess business information needs for medium to large-scale Health Plan projects. Work is performed in a fast paced multi-tasked environment where there may be conflicting priorities or tight deadlines. The incumbent has minor level decision-making authority for projects and works at peer level. The incumbent participates in meetings, presentations, visioning sessions, planning sessions, implementation activities, and supports functions system wide.
Performs all functions according to established policies, procedures, regulatory and accreditation requirements, as well as applicable professional standards. Provides all customers of Banner Health with an excellent service experience by consistently demonstrating our core and leader behaviors each and every day.

MINIMUM QUALIFICATIONS
Knowledge, skills and abilities as normally obtained through the completion of a Bachelor’s Degree in IT or related field and five or more years of IT experience within the healthcare industry, with one to two years of experience within Population Health Organization.
Experience in implementation and/or support of Population Health systems/solutions, such as but not limited to: Risk Stratification Registries, Case Management Systems, Claims Adjudication Systems, IVR technology, Prior Authorization, etc.
General knowledge and understanding of value based care and accountable care concepts, and of different healthcare plans (Medicare, Medicaid and Commercial Plans). Experience interacting with providers of healthcare service, payors and affiliated networks.
