Job Summary:
The Vice President, Finance Operations serves as a member of the Bassett Healthcare Network executive operations team and is responsible for the development of the Bassett Healthcare Network’s financial strategy and contribute to organizational strategic goals related to the Network’s finances. The position is responsible for all financial management related to organizations within the Network. This includes oversight of financial statements, cost reports, etc., and communication of financial matters to the respective Board of Directors.
Responsibilities:

• Oversees the Accounting, General Ledger, Budgeting, Financial Planning, Financial Reporting, Accounts Payable, and Payroll functions of the organization.
• Responsible for the annual operating and capital budgets assuring alignment with organizational strategic and financial goals.
• Development and implementation of strategies to assure revenues and cash flows are sufficient to cover operational and capital requirements.
• Ensures that all governmental financial reporting including tax returns, State reporting, Medicare/Medicaid cost reports are prepared in accordance with Federal and State regulations.
• Assures the financial statements are prepared timely and accurate in accordance with Generally Accepted Accounting Principles.
• Provides oversight of tax-exempt bond compliance with bond covenants and federal tax regulations.
• Responsible for the financial systems and ensure proper controls are in place to protect the assets of the organization.
• Maintains the development of financial models for performing complex analyses for new service line development and to identify and improve opportunities for financial and operational effectiveness of the organization.
• Responsible for evaluating impacts of governmental regulations to the organization, such as CMS proposed rules, State of New York Medicaid payment models, grants , research, and 340b program developments.
• Assesses financial systems to ensure that they are functioning to achieve efficient and effective operations.
• Establishes timely and effective communications with staff to keep them aware of corporate, divisional, and departmental information.
• Follows-up on issues and concerns in an effective and timely manner.
• Asks for staff input and ideas.
• Develops, implements and follows written procedures and policies to ensure the financial integrity of the various financial systems.
• Establishes timely and effective communication to ensure all areas within corporate finance receive adequate financial advice, assistance and service
• Establish an effective process improvement for the finance division and system optimization.
• Strengthen controls and reporting over restricted funds
• Develop a network funding and liquidity plan and process.
• Proactively identifies potential and actual risks to safety, identifies the underlying causes and makes necessary improvements to reduce risk.
• Proactively monitor and assess compliance risk.
• Ensure timely and effective year end audit and tax work

Job Qualifications:

• Bachelor’s degree in Finance, Accounting, Business or related field required, Master’s degree preferred.
• Minimum of 10 years’ experience in healthcare financial operations.
• Minimum of 5 years’ experience as a Chief Financial Officer or an equivalent level position within a healthcare network.
• Certified Public Accountant (CPA)
