Reporting to the Budget Manager, that will perform complex budget, management and policy analysis. Budget Analysts evaluate budget requests, review staff reports, and work with assigned departments to coordinate a variety of fiscal, personnel and administrative operations.
The incumbent will contribute to performance management and strategic planning efforts, lead ad hoc countywide and administrative projects, and will make presentations to the Board of Supervisors, department heads, or other decision makers. This position requires an ability to act independently and utilize sound judgment to support the County’s strategic priorities, budgetary policies and administrative initiatives.
The Analyst III is differentiated from the Analyst II classification in that the III is the advanced level in the Administrative Analyst series. Administrative (Budget) Analyst III’s have more complex assignments, may direct the work of support or professional staff, and are expected to operate with a higher degree of independent judgment.
The Highly Qualified Candidate possesses either an MPA or MBA and has experience working for a similar public sector organization with a budget comprised of multiple funding sources. They have performed centralized budget and financial analysis work, are adept at using financial and position control data systems, and have experience presenting policy or fiscal recommendations to a board, counsel or other decision-making bodies.
The ideal candidate is self-directed, organized, dependable, flexible and detail-oriented, with the ability to conduct complex, sensitive and visible assignments. In addition, they are a skilled communicator in both written and verbal formats with an ability to maintain successful, collaborative and constructive working relationships with internal staff and members of the public. This individual demonstrates leadership through strategic planning, continuous improvement and professional collaboration. Finally, the ideal candidate will be enthusiastic, looking to grow and excel, and be invested in our organization’s future.

Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, human resources work or organizational analysis. At least one year of the required professional experience must have included journey level experience in the area of assignment. Additional professional level work experience performing administrative, budgetary, operational, human resources work or organizational analysis may be substituted for the required education on a year-for-year basis.

Testing and Eligible List: Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates’ names will be placed on the eligible list.
The eligible list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active. Eligible lists remain active for a minimum of six (6) months.
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
