Under the general direction of the Director, the incumbent plans, coordinates, implements, and oversees activities for the Office of Economic Development’s Business Specialist Program.
Qualifying work experiences are credited based on a 40-hour work week.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with an advanced degree in business or related field is a plus; and
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
License Requirement: At the time of appointment, the candidate selected may need to possess a valid motor vehicle operator’s license if the position requires it.
Knowledge of: Must possess excellent verbal and written communication skills in English. Present ideas and communicate effectively both orally and in writing. Ability to communicate effectively to a variety of audiences and respond effectively to inquiries. Must have the ability to actively listen and participate in productive discussions among a wide variety of stakeholders to gain understanding on issues or projects. Be able to express complex ideas in lay terms in written and oral communication. Ability to make presentations in from of groups and use Power Point.
Ability to: Plan, organize and independently conduct complex research on business and economic subjects; apply theories and principles of marketing and industrial and agricultural development; identify marketing needs of various products and commodities and develop effective plans for the resolution of problems in the area; establish and maintain effective working relationships with others; communicate effectively orally and written; maintain an awareness of mainland and foreign marketing conditions and trends, prepare comprehensive reports based on research findings. Ability to juggle multiple projects and meet deadlines; should have a sense of urgency and ability to produce in a timely manner. Strong problem solving and critical thinking skills. Ability to read, analyze, and interpret complex documents including federal documents. Demonstrated experience in coordinating and/or managing programs and events for entrepreneurs including multiple economic sectors including retail, tech., and innovation. Ability to take programs/events from start to finish, keeping records, staying on budget and engaging stakeholders in the process. Ability to interpret and categorize information provided by businesses to develop project and data documents. Must be a self-starter and be able to work with minimal supervision. Knowledge of statistical data, survey evaluations and data analytics a must. MUST thrive in a TEAM atmosphere.
License: At the time of appointment, Candidate selected for hire must possess a valid motor vehicle operator’s license (Hawaii Type 3 or equivalent).

Note: Calculation of experience is based on full-time, 40-hour work weeks. Part-time experience must be pro-rated. Example: Twelve months of experience at 20 hours per week is equivalent to six months of experience. In addition, hours worked in excess of 40 hours per week will not be credited. Example: Twelve months of experience at 60 hours per week is equivalent to one year, not one and one-half years.
