Performs advanced project management work on complex, multifaceted projects from inception to completion, often requiring the use of specialized contract services such as architecture, engineering, construction, and specialty trades. The position will oversee and/or complete local program management requirements for outside funding agencies. Position may also seek grant funding opportunities and manage grant awards for capital improvement projects. This position will work to complete assigned CIP projects on time and within the budget from start to finish by working with project stakeholders to define programming needs and manage design, construction, and vendor contracts. This position will prepare cost estimates, budgets, and schedules for potential projects as well as approved ones. The position will maintain and ensure effective project communications among all team members and stakeholders represent the Town at project meetings and will work with staff to closeout projects. General work is performed under the supervision of the Public Works Director, in collaboration with other department heads and stakeholders. Work includes field visits to construction sites, climbing ladders, walking attic spaces and rooftops. This position works generally on an independent basis with limited day- to-day technical direction. This position requires advanced-level competencies in financial analysis, project management, and project control disciplines. |
Manage a comprehensive capital projects program, including greenways, major facilities, sidewalks, roadways, stormwater management and parks. Review construction plans and specifications. Review and evaluate contractor proposals. Manage the successful completion of multiple complex capital improvement projects on specified deadlines, within allocated budgets, and with limited direction. Oversee, direct and coordinate the work of consultants and other project staff. Work independently or with a team. Assists with securing right-of-way for special construction projects performed by the Town and the North Carolina Department of Transportation. Supervises and directs employees in the Project Management Division Prepare, maintain and administer all construction documents, applications and forms as necessary to assure projects are properly documented from inception to completion. Submits daily work reports and maintains records related to inspections and activities conducted for construction projects. Searches legal records to obtain property descriptions; notifies property owners of pending construction; maintains record of projects. Interpret and apply Federal, State and local policies, laws and regulations. Establish and maintain cooperative, effective working relationships with those contacted in the course of work. Provide responsible support and assistance to the Town Manager, Public Works Director, Town Engineer, and to the directors and managers of departments with assigned projects. Demonstrate personal effectiveness, credibility, thoroughness, flexibility and collaboration skills. Demonstrate strong written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel and visitors of the Town of Carrboro. Performs related tasks as required. |
Knowledge, Skills, and Abilities – Operational characteristics, services and activities of project management. Principles and practices of local budget preparation and administration. Valid driver’s license. |
Bachelor’s Degree in Architecture, Engineering or Building Construction, or equivalent training. Five to seven years related experience or equivalent combination of education and experience, with three years of professional construction project management experience.
