The CDC Foundation is working with CDC and state and local authorities to provide surge staff to support surveillance, prevention and response activities within the Overdose Data to Action (OD2A) program and for select unfunded states. The CDC Foundation seeks candidates for a Monitoring & Evaluation Specialist. The Monitoring & Evaluation Specialist (MES) – OD2A implements and supports evaluation for output-driven OD2A Activities and initiatives. Evaluation is conducted in collaboration with jurisdiction partners, organization leadership, and subject matter experts. With discretion, professionalism, and independent judgment, the MES is responsible for coordinated evaluation efforts directed toward the CDC Foundation’s strategic and local jurisdiction initiatives as it pertains to the OD2A program objectives.

Minimum Qualifications

• Master’s degree completed or nearing completion in public health or related field from an accredited college or university required. Bachelor’s degree required
• Minimum of one year of public health or related professional experience required
• Experience or training in public health evaluation methods strongly preferred
• Excellent written and verbal communication skills with particular experience preparing, writing, and editing complex documents such as detailed reports and briefing documents for internal and external stakeholders/partners and concise presentation of information using data and science to drive messaging
• Skills in program evaluation; evaluation methods; quantitative and/or qualitative data analysis, interpretation, and dissemination; communication; and creative problem solving
• Creative, innovative, and solutions driven, with a focus on design, powerful storytelling, and engaging stakeholders and partners
• Strong technical skills including word processing, spreadsheet, and database management
• Knowledge and skills needed to be effective in the public-private partnership, project/program, donor, and stakeholder environments in international or domestic contexts
• Outstanding interpersonal and teamwork skills; collegial, energetic, and able to develop productive relationships with colleagues, donors, stakeholders, and partners
• Sound judgment and maturity, exemplified by consistent professionalism in dealing with individuals at all levels both internally and externally
• Ability to complete supporting project materials for OD2A from creation to execution
• Demonstrated ability to work well independently and within teams
• Experience working in a virtual environment with remote partners and teams
• Proficiency in Microsoft Excel, Word and PowerPoint, Teams and Zoom

Responsibilities

• Evaluates projects and organizational initiatives that span internal departments, organizations, geographic regions, and cultures
• Manages significant matters such as development of evaluation methods, implementation of evaluation efforts at the programmatic and organizational levels, and audit/evaluation of project performance
• Supports and leads components of organizational evaluation efforts at the programmatic and organizational levels, including strategy development; development of methods, tools, and materials; data analysis; and dissemination of messages and stories
• Develops data driven briefing documents and evaluation reports
• Serves as project liaison for and between internal and external stakeholders and a multi-disciplinary team of public health professionals
• Represents the CDC Foundation at technical, policy, and strategic planning meetings with internal and external stakeholders
• Participates in and/or supports special projects and other duties as assigned
