POSITION SUMMARY:
The Human Resource Manager plays an active and key role in overseeing the administration, work flow processes, and benefits for Children’s Council. Reporting to the Director of Training, your responsibilities will be (but are not limited to), the oversight of payroll operations, reporting, and administration of our medical, dental, vision, life, and disability programs. Specifically, s/he/they will navigate through, and lead the implementation and enrollment of our benefits programs, policies, compliance protocols.
Supervising the HR Generalist, you will serve as a thought partner to all Managers in exploring ways HR can streamline workflows, recruitment processes and ensure connections and compliance protocols are integrated across all programs.
PRIMARY RESPONSIBILITIES
Manage the vendor and benefits broker relationships for the full of suite health and benefit services; Coordinate with the CHRO to lead the open enrollment processes for all staff. This includes the coordination of the communication plan to staff, and the distribution of all compliance and plan descriptions.
Oversee and manage benefits administration and compliance audits. This includes troubleshooting claims, premium adjustments and managing resolution/changes.
Oversee and monitor employee data for accuracy across all HRIS systems including employee status and benefits changes, supervision/title/program changes.
Work closely with the Finance team and the HR Generalist on processing payroll; manage to completion any reconciliations and changes for the bi-weekly payroll.
Prepare, review, and submit annual employment and compliance reports (e.g. IRS Form 5500, EEOC, ERISA, ACA, and annual audit preparation) as needed.
Manage, coordinate, and advise all staff on the processes pertaining to FMLA, PFL, or any other personal leaves of absence.
Lend thought partnership when collaborating with Director and CHRO on recruitment strategies to ensure a diverse and qualified candidate pool during recruitment. Work with Director of Training to streamline and fine tune our onboarding processes; ensure post Covid protocols are followed; engaging and consulting with all Managers to ensure new staff are appropriately supported.
Remain current on SF employment compliance changes (e.g. laws, ordinances, policies, procedures), and will update the staff handbook and other written materials accordingly.
Will perform other duties as required.
REQUIRED QUALIFICATIONS
3+ years’ experience as HR Generalist, preferably in a non profit setting.
Ability supervising and supporting staff; able to work independently and with a high degree of confidentiality and sensitivity.
Bachelor’s degree, with PHR certification highly preferred.
Solid proficiency with ADP (Workforce Now V12 or higher).
Experience submitting annual reports (e.g. IRS Form 5500, ACA, EEOC).
Experience with the administration and reporting of FMLA, ADA, COBRA and ACA.
Excellent verbal, written and communication skills with a service-oriented work style.
Extremely strong project and time management skills.
Background clearance is required
PHYSICAL REQUIREMENTS:
Mental acuity to perform the essential functions of this position in an accurate and timely fashion.
Dexterity to use office equipment; the ability to sit and work at a desk for extended periods of time.
Ability to speak, hear, and understand speech at normal room levels.
Physical agility to bend, stoop, walk, climb four flights of stairs if required.
