SUMMARY STATEMENT OF DUTIES (DETAILS FOLLOW)
Under the direction of the Commissioner of Public Works, the Deputy DPW Commissioner will assist with the development of department objectives, plans and goals; recommend a range of programs/services designed to support objectives and planning initiatives and to enhance the provision of quality services. The Deputy DPW Commissioner will assist the Commissioner of Public Works in developing and recommending department budget requests for review to the City Manager and City Council and work within approved budget in a manner consistent with City policies and procedures.
The Deputy DPW Commissioner will serve as City Engineer and will be required to possess a current Professional Engineering License. The Deputy DPW Commissioner will also direct the staff of the Engineering division of DPW, including the Assistant City Engineer, and any supporting junior and field staff. The Engineering division works in close collaboration with the Department of Housing and Community Development on projects such as park rehabilitation, traffic calming measures, and improvement of pedestrian and cyclist safety and access.
The Deputy DPW Commissioner may represent the City on matters dealing with Federal and State regulatory agencies. As directed, the Deputy DPW Commissioner will meet with the City Manager and other department heads to provide input to Citywide plans, programs and coordination of City services.
QUALIFICATIONS
Education/ Experience
Skills, Knowledge and Abilities
· Extensive knowledge of the principles and practices of civil engineering.
· Knowledge of municipal water, sewer, and drainage systems is highly desirable.
· Technical and practical knowledge of the materials, methods and techniques relative to public works projects and issues.· Thorough knowledge of public works financing and administration.
· Thorough knowledge of management and procurement of public goods and services.
· Exceptional oral and written communication skills.
· Ability to meet and deal effectively with government agencies, citizenry and the business community.
· Excellent project management skills.
· Experience in effectively leading, managing and developing staff and teams.
· Ability to work individually and as part of a team.
· Knowledge of and experience working within state and federal regulatory frameworks required.
· A valid Massachusetts motor vehicle operator’s license is required.
· Bi-lingual (English and Spanish) helpful.
