POSITION TITLE: Full-Time Human Resources Manager
POSITION SUMMARY: This position is responsible for the daily administration of City policies and procedures pertaining to personnel issues, employee benefit programs, and risk management to comply with all federal, state, and local laws; manages liability claims and cases for the City; and administers all personnel-related contracts, documents, programs and other related duties. Will also be the payroll processor’s backup.
POSITION REQUIREMENTS: Education and Experience High School Graduate or GED equivalent required. Prior municipal city experience preferred Two to three years of human resource experience at analyst, generalist or supervisor level preferred Two to three years’ experience in benefit administration preferred One to three years’ experience in payroll administration preferred Special Qualifications SHRM PHR or similar certification preferred
Job Duties (not inclusive):
Administer all personnel management activities of the City to include hiring, termination, and disciplinary actions;
Administer employee benefit programs such as group health, dental, and life insurances, retirement programs, and Cafeteria Plan and serve as liaison for the City with all insurance carriers, and other benefit program providers;
Communicate effectively and courteously with the City Manager, City officials, Department Heads, other employees, business representatives, and the public;
Communicate benefits to employees through a variety of methods such as periodic presentations and question and answer sessions;
Maintain extensive, organized record keeping systems and files, to include official City personnel files, insurance coverage’s and cases, employee benefit programs, and all personnel policy documents;
Ensure that subordinate personnel are adequately trained in all aspects of their jobs, to include the proper use of equipment;
Must be able to read, comprehend and interpret for others City codes and documents;
Assist the Finance Director in the preparation of City annual budget by providing data on anticipated personnel related program costs for the upcoming fiscal year
Ensure City compliance with federal, state, and local laws regarding employment, personnel policies, employee benefits and safety;
Analyze data for trends, to include conducting surveys and evaluation of alternative programs, and recommend corrective or preventive measures where indicated;
Process and manage liability, workers’ compensation and property insurance claims and liability claims;
Provide oversight of employee leave programs, including the management of leave taken under the Family/Medical Leave Act;
Work with City Manager, Department Directors and Employee Law attorney termination processes; work with Department Directors in hiring process
Provide training opportunities for supervisors and staff to insure a safe workforce and workplace meeting federal, state, and local legal requirements;
Effectively communicate with elected and appointed officials, supervisors, subordinates, peers, business representatives, the general public, and the media in person, in writing, and by telephone;
May have to design and produce various media products to publicize City events for community-wide distribution;
Serves as a member of the City’s EOC for exercises, planning, and upon EOC activation;
Prepare and present studies, reports and recommendations as directed by the City Manager, which may consist of detailed analytical reports and interpretation of studies and oral presentations;
Maintains all personnel-related files in accordance with the approved records retention schedule;
Make effective decisions, exercising considerable initiative and independence;
SALARY: $40,000 – $45,000 depending upon experience and qualifications
LOCATION: Cleveland City Hall, 907 E Houston
STATUS: Full-time, exempt, at will
Is a member of Emergency Management Team and required to remain within the City in the event of disaster or Act of God
