The Employment Analyst supports and employment evaluating and processing of applicants for employments, promotions, transfers, reductions-in-force, and performance improvements to include administering assessments to meet departmental goals.
Essential Functions
1 Advises, counsels, and trains Human Resource personnel on general employment activities; reviews, authorizes, and assigns all incoming requisitions for assigned departments.
2 Creates exam plans, performs administrative actions in Neogov, reviews job postings, and makes updates or adjustments as needed
3 Oversees, monitors, and supervises all civil service exam room processes; creates and approves testing dates and coordinates logistics of testing; creates specific exam plans, emails notice templates, assists with ADA accommodation requests, and approves uniform promotion scores for public postings.
4 Advises department executives and management staff regarding personnel management; provides counsel on reduction measures, reinstatements, application reviews, and personnel information.
5 Manages and oversees Neogov related tasks; advises and assists hiring managers on related issues; updates and edits job pages, monitors security and maintenance, and provides training on Neogov procedures to staff.
6 Maintains and reports performance measures for applicant processing data; generates reports and analyzes metrics; develops position allocation reports, service level agreement reports, and other referral reports.
7 Participates in and conducts various community outreach events; attends job fairs, hiring events, TEACH training, and participates in various interview panels for other departments.
8 Advises City Employees on Civil Service rules, polices, and procedures; provides guidance to the general public regarding employment with the City of Dallas.
9 Performs any and all other work as needed or assigned.
Minimum Qualifications
EDUCATION:
Bachelor’s degree in human resources, business/public administration or social science field
EXPERIENCE:
Four (4) years of professional level experience utilizing Neogov (Insight) workforce management system, which must have included experience in two (2) or more of the following human resources areas: staffing/recruitment, job analysis/classification employee development/training, or employment test administration.
KNOWLEDGE, SKILLS, ABILITY(IES):
Effective oral and written communication skills
MS Office or similar software skills.
EQUIVALENCY(IES):
High school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements.
An associate’s degree in any field plus six (6) years of the required experience will meet the education and experience requirements.
A bachelor’s degree or higher in an unspecified field plus six (6) years of the required experience will meet the education and experience requirements.
A master’s degree or higher in a specified field plus two (2) years of the required experience will meet the education and experience requirements.

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
