Essential Functions
1 Assists, supports, and participates in the development and preparation of the budget for the Fire Department to achieve accurate fiscal accountability and financial planning of expenditures.
2 Monitors, evaluates and analyzes expenditures, revenues, and changes in financial status in complex funds and budgets on a departmental basis to ensure proper accountability and financial management.
3 Creates various department-wide statistics and collects, researches, and analyzes data for various performance reports and annual external studies; tracks and reports on Fire and Rescue operational success based on current budget and makes recommendations to enhance.
4 Drafts and prepares routine monthly, quarterly, and annual reports such as cost analysis, performance data, financial target analysis, and expenditure and revenue status reports to provide appropriate monitoring for effective decision making.
5 Delivers non-routine reports and responds to special requests for reports on financial and organizational information including complex statistical forecasting models, trend analysis, impact studies, financial projection methods, and service analysis.
6 Communicates and collaborates with department staff, managers, other city departments and service providers to obtain or provide information, integrate activities and resolve problems such as reconciling department submissions with approved budgets.
7 Reviews and prepares routine financial reports to monitor revenue projections and expenditure analysis.
8 Performs any and all other work as needed or assigned.
Minimum Qualifications
EDUCATION:
Bachelor’s degree in a public administration, finance or business field.
EXPERIENCE:
Three (3) years of experience in financial analysis, budget planning/monitoring or professional accounting.
EQUIVALENCY(IES):
High school diploma or GED plus seven (7) years of the required experience will meet the education and experience requirements.
An associate’s degree in any field plus five (5) years of the required experience will meet the education and experience requirements.
A bachelor’s degree (or higher) in a non-specified field plus two (2) years of the required experience will meet the education and experience requirements.
A master’s degree (or higher) in a specified field plus one (1) year of the required experience will meet the education and experience requirements.
OTHER REQUIREMENT(S):
Requires PC skills for spreadsheet analysis, report preparation, research and utilizing financial software platforms for budgeting and accounting.
KNOWLEDGE, SKILLS, ABILITY(IES):
Knowledge of financial, accounting and budgeting principles and practices
Knowledge of budgetary development cycle and its implementation
Advanced MS Office or similar software skills required.
Ability to analyze complex policy, financial and organizations issues
Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors and other government agencies.
PREFERENCE(S):
Dallas Fire Department: Must possess strong analytical and problem-solving skill-sets, must have a demonstrated ability to develop revenue and expense forecasts, previous municipal budgeting experience and/or a Master’s in Public Administration preferred.
