BASIC PURPOSE OF THE POSITION
The principal function of the City Accountant is to perform accounting functions for the Finance Department, filing financial data electronically and provide administrative support within the department. The work is performed under the direct supervision of the Financial Reporting Manager but considerable leeway is granted for the exercise of independent judgment and initiative. An employee in this position reports to the Director of Finance.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Reconciles monthly bank statements for all City accounts, making appropriate journal entries to general ledger.
Prepares monthly financial statements for City, utilizing established methods for recording costs of energy, labor capitalization, fuel consumption, inventory transfers, payroll costs and accruals.
Prepares monthly sales journal entries for golf course and utilities for financial statements.
Prepares and record monthly payroll journal.
Maintains schedules of money received by City as prepayment of utility connection fees and prepayment of other City services; Review work orders to determine when prepaid work has been completed;
Reconciles accounts receivable account and make proper entries to general ledger.
Reviews daily cash receipt reports of prepayments received; Make necessary coding corrections.
Maintains daily records of cash receipts and sales from golf course.
Maintains and update capital asset lists and depreciation schedules.
Prepares invoices to contractors for utility and/or infrastructure damage.
Assists FRM and City Treasurer as necessary.
Maintains files, ring binders, etc.
Performs other related duties and tasks as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the policies and procedures involved in accounting activities;
Thorough knowledge of modern office practices and procedures including record keeping and filing;
Thorough knowledge of data entry and data processing operations;
Working knowledge of general and specialized computer software, including MS Office, Word, Excel and Access;
Ability in writing to keep accurate records;
Ability to communicate well with others, both orally and in writing, using both technical and non-technical language;
Ability to understand and follow oral and/or written policies, procedures and instructions;
Ability to prepare and present accurate and reliable reports containing findings and recommendations;
Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
Integrity, ingenuity and inventiveness in the performance of assigned tasks.
ACCEPTABLE EDUCATION, EXPERIENCE AND TRAINING
Graduation from an accredited college or university with a bachelors degree in accounting, business, or finance; AND 3-5 years progressively responsible experience in public, corporate or municipal accounting or a combination of education and experience equivalent to the requirements.
