Under the general direction of the designated supervisor, performs moderately responsible and complex duties in the processing and coordination of real estate development projects and activities.
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and highest level of ethical standards.
Provides one-on-one support to individual customers based on the unique characteristics of their project and specific needs in order to exceed expectations of personal service during the development and construction review process.
Provides assistance to both residential and business customers in navigating the permit process.
As part of the City’s concierge programs, provides individual customer service and support to facilitate the City permitting process including various land use applications entitlements and construction approvals.
Effectively works with the City’s attorneys, appraisers, acquisition agents, economic analysts, relocation specialists, title companies, and urban design team to coordinate all aspects of development project activity.
Serves as a liaison between developers, businesses, contractors and City Departments to provide information on various City requirements.
Facilitates communications between City staff and applicants in a manner that helps resolve customers’ issues while ensuring regulatory compliance.
Coordinates the analysis of architectural, urban design, and economic issues in project entitlement and development.
Works with staff to provide a smooth transition of projects into the building permit process post-entitlement.
Investigates and responds to inquiries and complaints.
Coordinates interdisciplinary project teams consisting of City staff, consultants, and applicants. Monitors the work of, and provides direction to, professional and technical consultants and contractors. Maintains and updates project status reports and related records.
Reviews and recommends the approval of development project proposals to the appropriate committees and commissions; coordinates design and planning services for assigned projects; reviews design concepts for compliance with area-wide development plans.
Performs on-site construction coordination and field work for various types of construction activity. Inspects work sites and projects as needed.
Prepares comprehensive written and oral reports, and makes recommendations for presentation to the City Manager and City Council, Successor Agency, developers, public agencies and community groups.
Conducts special studies and prepares detailed research reports as directed or needed.
Coordinates many aspects of development project activity across various city departments including project entitlement, post entitlement, and construction.
For City supported development projects, coordinates aspects of project entitlement and property acquisition activity.
Assists with negotiation and processing of documents pertaining to city sponsored development projects, such as Disposition and Development Agreements, Development Agreements, land use entitlements, California Environmental Quality Act (CEQA). Assists with management of the entitlement process.
Monitors and coordinates the preparation of appraisals, acquisitions, and eminent domain actions, including relocation and property management.
May provide support to the Principal Development Officer or other senior staff on large-scale development projects including commercial, market-rate housing and public facilities.
Prepares pre-development entitlements and CEQA review, negotiates business terms and city related agreements, and provides on-site construction coordination
May drive on City business depending on the needs of the position.
Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.
Performs other related duties as assigned or as the situation requires.
Minimum Requirements
Knowledge, Skills & Abilities
Knowledge of:
California Environmental Quality Act (CEQA) and relevant Federal laws, regulations,
City zoning regulations and entitlement processes.
Land and real estate economics, including loan practices, commercial, industrial and residential development, redevelopment and rehabilitation.
Methods of analysis and research techniques.
Negotiation and conflict resolution techniques.
Principles and practices of urban planning and economic development; urban design theory, architectural and landscape design principles.
Urban and regional economics and financial planning.
Knowledge of and skill in:
The use of computer software including Microsoft Word, Excel, Outlook and PowerPoint.
Skill in:
Analysis of economic studies, financial statements, marketing studies.
Effective verbal and written communications both on a one-on-one, and on a group basis.

Experience
Two years of increasingly responsible experience in project entitlement or building permitting process, or economic development field.
Education/Training
Bachelor’s Degree in City Planning, Architecture, Public Administration, Economics, Business Administration, or a related field.
License(s)/Certification(s)
Valid Class C California driver’s license.
Note
An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.
Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Selection Process
EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.
Candidates must pass each exam component with a minimum score of 70% in order to be placed on the eligible list.
ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant’s experience, education, and personal fitness for the position.
