Salary: $75,035.65 – $105,049.91 Annually

Job Summary:

Our Human Resources Business Partner plays a critical role by providing the city with Human Resources expertise and consulting support in the functional areas of human resources management including employee and labor relations, talent planning and acquisition, total rewards, and learning and development. The HR Business Partner capitalizes on this expertise to build strategic organizational capability across the city and collaborates with city departments and employees to deploy workforce strategies and policies to drive the city’s priorities, operations, and results. Experience, Knowledge, Skills:

• Bachelor’s degree in Human Resources Administration, Business and/or Public Administration, or related field and a minimum of five years in an HR generalist role or a specialist role with exposure to all HR functions. An equivalent combination of education, training and relevant job experience may be substituted.
• Knowledge of federal and state employment laws, including Title VII, ADA, FLSA, EEOC, COBRA, FCRA.
• PHR or SPHR Certification strongly preferred.
• Must be able to work with a high level of confidentiality.
• Exceptional interpersonal and communications skills, including the ability to work collaboratively as part of multiple work teams, inspire trust, work effectively with difficult people, and adapt well to diverse audiences.
• Demonstrated organized approach to setting priorities and achieving objectives.
• Demonstrated proficiency in both creating and maintaining innovative programs and systems to support them.
• Demonstrated problem solving.
• Strong analytical and writing skills.
• Skills in Microsoft Office Suite.
• Valid driver’s license.
• Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.

Essential Functions:

• Partners with departments to provide human resource assistance regarding operations.
• Collaborates with departments to improve working relationships, build morale, and increase productivity and retention.
• Manages day-to-day HR functions of advanced complexity for assigned departments, viewed as trusted resource on core HR technical competencies and seeks out other specialists when needed.
• Collaborates with HR functional areas to manage and usher processes related to talent planning, organizational development, total rewards, employee and labor relations, and HR technology.
• Coordinates and/or assists with policy review and development.
• Interprets and counsels on policy and procedure issues, employment, and Federal and State regulations.
• Provides guidance and input on business restructures, workforce planning and succession planning.
• Clearly identify various courses of action to develop and implement process improvement, while understanding the upstream and downstream implications of decisions and anticipates potential areas of concern.
• Educates and/or trains employees/managers on a variety of human resources topics.
• May supervise and direct assigned staff activities; makes recommendations regarding hiring, advancement or discipline of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishments of their duties and professional growth; writes and conducts employee performance evaluations.
• May assist with special projects, employee activities or programs.
• Represents Human Resources department on various committees and task forces.
• Performs other duties as assigned and required.

Work Environment:

• Work is performed in a standard office environment, requiring sitting for extended periods of time, and occasional light lifting, up to 15 pounds.

Physical Requirements:

• Visual and physical capabilities to perform work on computers and associated equipment for prolonged periods of time (4-6 hours daily).
• Ability to lift up to 15 pounds.
