The City of Manassas Park is accepting applications for the position of Payroll & Accounts Payable Clerk. The essential function of the position is to provide ongoing support and assistance with the daily workflow in regard to payroll/benefits & accounts payable functions for the City. This position requires a detail-oriented person with job-specific knowledge, initiative & reliability. This position will jointly report to the Human Resources Manager and Director of Finance.
All positions at the City of Manassas Park require a customer service mindset, in accordance with the Customer Service-related focus of the City.
Specific Duties and Responsibilities
Payroll & Benefits Administration:
· Provide assistance and serve as back-up for payroll related duties.
· Provide assistance with processing of Personnel Action Status forms including new hires, cost of living adjustments, pay increases, reclassifications, promotions, terminations, etc.
· Provide assistance with research and resolution of any payroll related issues each pay period.
· Provide assistance with the completion of verifications of employment.
· Provide assistance with the maintenance of employee personnel records and other employee files to comply with all Federal, State, and local laws.
· Provide assistance with the administration of the benefit and welfare plans such as health, dental, vision, retirement, etc., including processing enrollments, terminations, changes in status, and processing invoices for the payment of employee benefit deductions.
· Provide assistance with the annual benefit open enrollment including providing materials from vendors, communicating changes to employees, answering general questions, and processing benefit changes.
· Provide assistance with the coordination of the Benefits Fair.
· Perform other duties as assigned by the Human Resources Manager.
Accounts Payable:
· Maintain and perform vendor payment processing and all related account analysis and reconciliations.
· Ensure completeness and accuracy as to coding and balances for all payroll accounts.
· Perform accounting and reporting functions, including research and analysis as assigned.
· Serve as liaison for accounting and reporting questions; investigates and coordinates resolution; provides financial services to other departments as requested.
· Perform other duties as assigned by the Director of Finance.

· Performs semi-routine work involving set procedures and rules, but with frequent problems; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure.
· Ability to establish and maintain effective relationships with other employees, City officials, and external customers/agencies; ability to express ideas clearly, both orally and in writing.
· Must have excellent customer service, communication/people skills, and appositive work attitude.
· Must possess a good working knowledge and understanding of internal controls.
· Must be a team player and fast learner and have the ability to work within a fast-paced environment.
· Handles equipment involving moderate latitude for judgment regarding attainment of standard or in selecting appropriate items, such as computers; software programs, spreadsheets, or custom applications; printers; complex copiers including scanners; keyboards, facsimile machines; and other similar equipment.
Minimum Education, Training and Experience
· Associate degree or specialized courses/training equivalent to satisfactory completion of two years of college in Accounting, Bookkeeping, Business Administration, or closely related area preferred; or any equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
· Requires two years of related experience.
