This is advanced professional supervisory and administrative work responsible for the leadership, development, planning, management, engagement, and execution of operational management of a cultural arts complex. An employee in this classification is responsible for planning, organizing, marketing, and directing the programs and activities of one of the City’s cultural centers.
An employee in this classification is responsible for supervising through subordinate staff the management, operations, and maintenance of the cultural arts complex, as well as exercising extensive contact with the public in promoting and coordinating cultural, arts, and educational programs and events. Responsibilities include, but are not limited to; developing objectives and evaluating progress toward their accomplishment; determining maintenance and program needs; tracking all performance measures that include developing and implementing program plans and levels of service for various offerings, such as maintenance, facility repairs, programming, community events, permit rentals, evaluating personnel, staff training, equipment, material requirements, etc. This position will also be responsible for forecasting revenues and expenditures. The emphasis of the work is on programming, policy development, and budget administration. Supervision is exercised over a group of employees engaged in various phases of cultural, arts, and educational activities and facility operations.
This work is not of a routine, clerical, or ministerial nature and requires the exercise of considerable independent judgment in the application of professional planning and supervising techniques and principles in developing and implementing cultural, arts, and educational programs. An employee in this classification should have considerable knowledge of modern management and supervisory principles. Supervision is received from the Department Director or designee who reviews work through consultation, analysis, and evaluation of work performed.
Essential Functions
Directs, supervises, evaluates, and schedules supervisory staff assigned by general policies established and enforced by the Department Director or designee.
Organizes, administers, and monitors the assigned division’s budgets and operations, to ensure proper and prudent fiscal control, performance management, safety, and exceptional guest services are provided.
Establishes, reviews, and coordinates procedures to maximize delivery of services within allocated resources, to include maintenance of facilities and equipment.
Establishes and maintains a comprehensive inventory of cultural complex facilities, fixtures, furniture, and equipment.
Manages assigned facilities, ensures the safety and cleanliness of equipment and teaching materials are maintained, routinely inspects facilities, submits recommendations on the upkeep of facilities, ensures adherence to warranty specifications, and maintains records of maintenance and repairs to be completed. Works with contractors, as needed, regarding maintenance and repair services.
Establishes, organizes, reviews, updates, implements, and directs the facilities’ activities, programs, facility rentals, and events, and ensures procedures to maximize the level and quality of service within allocated resources to meet the needs of the community within allocated funding.
Performs moderately complex administrative and accounting duties, such as reviews and evaluations of program, facility rental, and event statistical data, generates and submits reports and documentation, and researches special projects and issues.
Identifies potential funding sources, including revenue generation by the Center, grants, and other financial supports within City guidelines.
Solicits and completes grant applications, as needed, and coordinates the management of awarded grants promptly to ensure proper expenditure of grant funds.
Implements, develops, and updates standard operating procedures, as well as policies and procedures that ensure broad, diversified program goals and objectives for cultural, arts, and educational services and activities that are current and trending to meet community needs.
Establishes and monitors all performance measures for the cultural arts complex to ensure targets are met.
Justifies budget proposals, monitors cultural arts complex revenues and expenditures by approved budget, reviews and approves receipts and expenditures, and recommends fees for various services.
Works with the Office of the City Attorney for review and preparation of user agreements for programming, rentals, and/or events at the facilities
Communicates and works closely with representatives from various local agencies and organizations to identify community needs and interests and subsequently develops and implements specific programs in response to those needs within the allocated budget.
Organizes and oversees fundraising activities within City guidelines.
Develops marketing materials and coordinates marketing campaigns to appeal to the general public and to attract community organizations to sponsor activities at the facility within City guidelines.
Attends various meetings and events related to cultural, arts, and educational programs
Assists in formulating policies to determine the use of federal programs available to the City for possible development and marketing activities within City guidelines.
Coordinates work activities and program functions with other City departments, government agencies, and local arts organizations
Performs other related duties as required.
