Work Period: 8:00 a.m. to 5:00 p.m., Monday through Friday or as required
Education and Experience: Bachelors’ degree in human resource management, business or public administration, or a closely related field. A Master’s Degree is highly desirable. Senior Professional Human Resources (SPHR) certification preferred. Candidates must possess at least eight (8) years of recent, continuous and progressively responsible public human resources experience including four (4) years in a management or supervisory capacity and three (3) years’ experience serving as the Chief Negotiator with public bargaining groups required, including experience with sworn police and fire groups.
Licenses and Certifications: Must possess a valid state driver’s license and satisfactory motor vehicle record.
Knowledge: Advanced knowledge of public human resources management and labor relations; a high degree of knowledge of public policy, municipal functions and activities; advanced principles and practices of human resources administration including recruitment strategies and methods, job analysis, classification and compensation methods, benefits administration, staffing and workforce planning, employee training and development, labor relations principles, employee performance standards and organizational development.
DUTIES AND RESPONSIBILITIES: The Human Resources Director advises City departments on all human resources-related policies and assumes full management responsibility for all Human Resources Department services and activities including recruitment, retention, citywide employee training and development, benefits administration including a self-insured plans, employee recognition, classification and compensation management, labor relations, employee safety programs, and the City’s personnel files and other human resources documentation. The Human Resources Director reviews, prepares, interprets, and recommends changes or updates to the City’s personnel policy manual; collaborates with the City Manager’s staff in developing strategies for the recruitment of individuals of underrepresented backgrounds and other types of diversity and equity issues; handles and responds to grievances, concerns and similar issues involving employee progressive discipline and manages the development and implementation of the Department’s goals, objectives and priorities for each assigned area; serves as the City’s Chief negotiator including administration of the collective bargaining process, developing bargaining strategies and gathering cost calculations of employee compensation and benefits proposals for applicable bargaining unit negotiations.
