The Human Resources Generalist / Risk Manager Position is responsible for developing and managing the City’s human resources, loss control, and personnel management activities and operations. This position is responsible for compliance with all federal and state laws. This position is responsible for performing a variety of confidential and complex administrative, managerial, and technical duties and to provide highly responsible and complex administrative support to the City Administrator.

Ø Develops and manages the City’s human resources and loss control services and activities.
Ø Coordinates all aspects of recruitment efforts to fill vacancies.
Ø Administers workers compensation and property and liability claims.
Ø Manages the employee benefits offered by the City. Ensures that proper enrollment, management, and reporting procedures are in place. Makes annual assessment and recommendations regarding totality of benefits offered.
Ø Investigates, responds to and assists with employee concerns on matters relating to City policies, employee benefits, as well as related questions, concerns, claims, etc.
Ø Performs internal investigations regarding harassment or hostile work environment claims.
Ø Investigates and responds to EEOC, MCHR, and MO. Division of Employment Security inquiries and claims.
Ø Investigates departmental work processes and establishes safety policies and procedures and enforces approved safety policies for all City departments.
Ø Handles employee relations and maintains confidentiality regarding employee concerns, including employee counseling and exit interviews.
Ø Assists department managers with questions regarding employee relations including employee training, performance evaluations, and disciplinary procedures.
Ø Develops the budget for and assists the City Administrator with oversight of budgetary items for personnel, positions, benefits, and liability.
Ø Develops department budget as related to Human Resources and Loss Control functions.
Ø Monitors federal, state, and local laws and regulations pertaining to human resources, labor and employment, as well as employee benefits, and makes recommendations to the City Administrator concerning compliance.
Ø Recommends changes in ordinances, policies, and practices to the City Administrator in order to promote a favorable human resource climate for all City employees, and to comply with applicable law.
Ø Administers and processes, in accordance with City ordinances and policy: the classification and compensation plan, performance rating system, benefit program, job descriptions, testing, and related programs.
Ø Serves as custodian of records for: applications for employment; personnel files; training files; employee benefit plans; etc.
Ø Responds, according to City policy, to external inquiries about City employees and former employees.
Ø Performs other duties and special projects, as assigned by the City Administrator.
Ø Knowledge of software programs and computers; including Microsoft Word and Excel programs.
Ø Ability to establish and maintain effective working relationships with other employees and city officials through written and oral communication.
Ø Ability to perform duties independently or with minimal supervision.
Ø Ability to make work decisions in accordance with laws, rules, and regulations.
Ø Knowledge of federal and state personnel laws regarding FMLA, ADA, FLSA, Workers Compensation, etc.
