The City of Portland, Bureau of Human Resources, is seeking Classification & Compensation Analyst(s) (HR Analyst II).
The Classification and Compensation Analyst is responsible for maintaining consistent application of the City’s classification and compensation systems through ensuring positions are correctly classified and compensated.
Duties include:
Analyze a high volume of classification and compensation requests for the City of Portland.
Offer professional and technical information about compensation in the support of collective bargaining agreements and other requests.
Through research, analysis, and knowledge of the City’s classification system.
Provide sound classification and compensation advice and consultation to bureau customers.
Deliver recommendations to support labor negotiations, performance management, recruitment, and position management.
This position participates in large scale classification and compensation studies, makes recommendations on procedures, develops forms, and provides trainings. The Classification and Compensation Analyst must function as an effective member of the Classification and Compensation team and carry out their individual responsibilities with initiative, independence and creativity while exercising sound professional judgment and problem-solving skills.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.
To Qualify
Applicants must provide details in their supplemental question responses and resume that demonstrate how their education, training and/or experience, meets each of the following minimum qualifications:
Knowledge of HR administration.
Knowledge of and ability to interpret federal, state, and local laws applicable to areas of assigned responsibilities.
Ability to exercise independent judgment and initiative within established guidelines.
Ability to utilize technology such as HRIS systems, Word, and Excel.
Ability to collect, evaluate, and interpret data in statistical and narrative forms; ability to use quantitative and qualitative analysis, tools, and reviews.

Preferred, but not required, qualifications:
Bachelor’s degree from an accredited college or university with major course work in HR management, business or public administration, or related field. Experience working for a public agency providing HR services in area of classification and compensation.
