The Talent Acquisition Supervisor coordinates and leads organization-wide efforts to recruit the best talent for the City of Raleigh, maintain effective programs for onboarding, diversity, equity and inclusion, retention and promotion and assist with Workforce Planning and Development.
This position also serves as a project officer in leading or facilitating various projects for the Human Resources Department.
This position serves as an advisor to the organization’s leadership and facilitates the talent initiatives across the organization to achieve strategic business goals and operational objectives.
This position supervises a team of professionals, paraprofessionals and support staff.
This position offers teleworking for approximately 40% of the work week.
Hiring Range: $66,944.00 – $93,000.00 (Promotional range may vary)

Duties and Responsibilities
Essential Duties:
* Lead and provide professional expertise and support in the design, development and implementation of full life cycle recruitment, selection and onboarding processes to achieve organization goals and results aligned with the City’s Strategic Plan.
* Develop, initiate and maintain effective programs for workforce retention and employee engagement and assist with workforce planning and development initiatives in support of the City’s Strategic Plan.
* Lead coordination and partner with hiring managers to develop departmental talent acquisition strategies.
* Partner with the City’s Executive Team to develop strategies for executive recruitment and selection.
* Develop effective relationships within the organization and the hiring community to positively impact the recruiting and hiring process.
* Research and respond to current and future hiring trends and develop innovative programs to address the trends.
* Create and maintain an environment, through recruiting, learning and development, of equal employment opportunity, diversity, equity and inclusion in support of the City’s Strategic Plan. This includes partnering with the City’s Equity & Inclusion Department to develop a diversity, equity and inclusion plan.
* Use a data driven focus to set priorities for effectiveness and efficiency aligned with ongoing strategic initiatives.
* Review and update the City’s selection processes to meet the needs of the organization.
* In partnership with the Organizational Development Team, develop, coordinate and facilitate talent related training for hiring managers.
* Exemplify the desired culture and philosophies of the organization.
* Work effectively as a team member with other members of the management team and the HR staff.
* Serve as project officer in leading and facilitating various projects and programs for the Human Resources Department.
* This position has supervisory and management responsibilities along with mentoring and coaching for staff in HR and organization wide.
Typical Qualifications
Education
Bachelor’s degree in human resources, business or public administration or a related field. Master’s Degree preferred
Experience
Five years of professional experience in the area of human resources. Public sector experience and at least two years of supervisory experience preferred. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will be considered.

Preferred Qualifications:
* IPMA-CP or SCP, PHR/SPHR or other related HR certifications preferred.
* Minimum five years of experience supervising a professional level recruiting / talent acquisition function strongly preferred.
* Human resources experience in a municipality, county, or state government entity preferred.
* Demonstrated experience in developing recruiting, retention, diversity and employee engagement plans preferred.
* Demonstrated understanding and application of employment laws and regulations.
* Demonstrated experience using metrics to track and assess the effectiveness of recruitment, retention, diversity and employee engagement efforts.
* Extensive experience in the area of e-recruiting, social media recruiting and the use of applicant tracking systems (NeoGov applicant tracking experience helpful)
