The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of Cross Connection Specialist* to fill one (1) vacancy in the Water Operations Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
This Cross Connection Specialist, under close supervision, will assist in the implementation and enforcement of the Utilities cross-connection control program for the potable and recycled/non-potable water systems; will review construction plans and plumbing specifications; will perform cross-connection testing at recycled/non-potable water sites; will coordinate with customers and private contractors regarding the selection, installation, and inspection of backflow devices; will schedule and conduct hazard assessments of water users premises to determine the type of protection necessary; will replace, test and repair backflow devices as needed; will maintain adequate records, files and documentation; and will perform other related work as assigned.
Job Classification Overview:
An Engineering Technician performs para-professional office and field engineering work. Depending upon level and assignment, work includes drafting; field; survey; project design, calculations, and layout; contract administration; inspection; engineering related computer aided technology and applications; and related duties as required.
Work Performed
When assigned to Water Operations typical duties may include, but are not limited to:
Perform water quality tests under general supervision.
Perform backflow inspection under close supervision.
Manage backflow program under close supervision.
Manage water quality program under close supervision.
Perform backflow tests under general supervision.
Review and update water quality legislation under close supervision.
Assist in water quality research under general supervision.
Assist in ground water basin research under general supervision.
Produce ground water level reports under general supervision.
Coordinate fire service turn-ons under general supervision.
Prepare annual water quality report under general supervision.
Assist in water quality report under general supervision.
Review building plans under general supervision.
Evaluate EPA and state regulations under general supervision.
Qualifications
Education: Equivalent to completion of twelfth grade supplemented by the equivalent of 30 semester units in engineering and mathematics from an accredited college or university.
Experience: Six years of experience in the design and engineering phases of (depending upon assignment) municipal facilities including streets, sewers, storm drains; water utility facilities; or electric/water utility facilities. An Associate Degree may substitute for one year of the required experience. An additional year of experience may substitute for the 30 semester units.
Necessary Special Requirement:
Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.
When assigned to the Water Quality Group in Water Operations:
Possession of, or the ability to obtain, within six months:
A valid Backflow Prevention Device Tester certificate issued by Riverside County
A valid Backflow Prevention Device Tester certificate issued by San Bernardino County
Possession of a valid Cross-Connection Control Program Specialist certificate issued by the American Water Works Association (AWWA).
Possession of a valid Grade D2 Water Distribution Operator; and T1 Water Treatment Operator certificate issued by State Water Resources Control Board (SWRCB)
Ability to obtain Grade D3 Water Distribution Operator and Grade T2 Water Treatment Operator certificates within two years of employment.
