Pay Classification: Exempt, Full Time at Range 53 (Annual Comp.: $92,461-$112,388)
Department: Seaside Civic & Convention Center (SCCC)
Supervision: City Manager
Position & Schedule: Regular Full-Time. Must be able to work extended and/or irregular hours including nights, weekends, and holidays.
Position Summary: The general manager directs, supervises, oversees, and manages the maintenance and operation of the Convention Center. The GM guides all activities of the facility to obtain optimum efficiency and economy of operations, ensures an exceptional level of customer service, controls expenditures within the established limits of the approved budget and maximizes revenues by performing the following duties personally.
DUTIES, RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:

Fulfill the mission statement of the Seaside Civic and Convention Center with the desire to increase the usage of the building.
Plans, develops, and implements facility policies and goals in accordance with the management contract, the client’s objectives, corporate policy, and good business practice.
Responsible for the day-to-day operation of all employees of the Convention Center. Carries out supervisory responsibilities as conferred under the City’s policies and procedures in accordance with applicable laws including final approval responsibility for interviewing, hiring, training, and counseling employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Reviews and approves all purchasing, travel, and promotional expense activity.
Responsible for scheduling of events in the Convention Center and signing of all rental agreements.
Provides final approval of all contracts and agreements with suppliers, promoters and tenants for necessary activities and services at the facility.
Responsible for complete and accurate record keeping of all spaces reserved, services rendered, and monies collected.
Responsible for depositing all monies collected with Seaside City Hall at such times as the City shall designate.
Responsible for filing copies of such receipts, invoices and other financial documents as the City may require.
Prepares annual budget for Convention Center and submits to the City Manager and properly administers same.
Develops short- and long-range plans that include an annual capital improvement budget for future repairs and improvements to the facility and long-range program objectives.
Attends administrative and management level classes to keep abreast of new management techniques, laws, and regulations to properly, effectively, and efficiently direct overall Convention Center operations.
Participates in training and development opportunities by the city and by professional industry organizations to improve knowledge and skill base.
Responsible for regular inspections of the Convention Center building to ensure that the building is operable, clean, and inviting to the general public, meeting planners and promoters.
Promotes the facility in the community and the industry through speaking engagements, meeting attendance, involvement in the community and professional industry organizations.
As a member of the management team for the City of Seaside, the GM is also responsible for regular department head meeting attendance, emergency operations team participation and emergency preparedness training and participation.
Attend monthly commission meeting and prepare operational, financial, event and economic impact reports.
Prepare annual reports and deliver presentation to City Council.
Meets with food and beverage contractor as needed to discuss quality control, menu pricing and selections.
Distribute weekly schedule of activities to businesses that have requested distribution.
Attend weekly meetings with the Seaside Chamber of Commerce and Seaside Downtown Development Association.
KNOWLEDGE, SKILLS AND ABILITY
Staff Leadership and Management: Knowledge of management techniques, training and development, communication of values and standards, performance evaluation, management communication and problem solving. Knowledge of decision-making techniques. Ability to utilize supervisory techniques to assign, review and appraise the work of staff members; apply city, state and federal laws, regulations, policies, and procedures as they relate to the operation of the Convention Center building and personnel.
Public/Community/News Media Relations: Must understand the importance of how visitors should be treated and the importance of first impressions. Knowledge, ability, and skills to provide community outreach, speeches and presentations, visibility, interested in people, accessible and open to news media, user-friendly citizen complaint process.
Personality/Style: Possesses a positive self-image; confident but not arrogant; approachable; a team player; respects people and treats them fairly.
Equipment: Knowledge of standard office practices and procedures, office record keeping and recording, and office machines. Calculator, typing/word processing, data entry skills for computer, and attention to detail. Knowledge of bookkeeping and accounting.
MINIMUM QUALIFICATIONS
A minimum of five years experience in positions of increasing management of a Convention Center or major hotel with convention facilities. Bachelor’s degree in Management, Business or a Hospitality-related discipline preferred, with a background in operations, venue management, tourism or equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties.
During the term of employment, the Convention Center General Manager is required to become and remain a resident of the City or live within 15 minutes of the City limits.
The Convention Center General Manager must maintain a valid State of Oregon driver’s license.
The successful candidate will be required to submit to a background investigation.
KNOWLEDGE AND ABILITY:
Knowledge and understanding of ADA laws and applications.
Knowledge of Federal, State, and local fire codes and how they apply to municipally owned facilities.
Knowledge of principals, procedures, methods, and techniques of sales/marketing.
Ability to establish and maintain a positive working relationship with both staff and clients.
Knowledge of computer and technology skills and quantitative skills, basic math, and ability to operate a computer using Windows, Microsoft Office, Excel, and event software programs.
Ability to work well under stress, exercise good judgment, diplomacy, courtesy, and tact.
Ability to handle and secure confidential and proprietary information.
Knowledge of hospitality industry terminology, facility capabilities, operational procedures, event coordination and event-related services.
Ability to analyze information and use logic to resolve issues and problems.
Ability to recognize and evaluate various options and opportunities and determine the most effective course of action.
PHYSICAL REQUIREMENTS NECESSARY TO PERFORM TASKS:
Good vision and hearing.
Employee is at a desk and sitting most of the time
Minimal standing, bending, lifting, stooping, walking, and climbing stairs.
Employee required to be able to lift and/or move up to 45 pounds.

SALARY: Regular full-time position @ Range 53 ($7,705 -$9,366 per month – DOE) + medical, dental, vision, retirement, and time-off benefits. This is a non-represented, exempt position with the City of Seaside.
