Essential Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
The Special Projects Manager prepares reports and correspondence to express objectives, findings, recommendations, and goals to the City Manager and City Council, etc. as directed. Assignments require the use of discretion and care in the handling of confidential and sensitive information used to support management decisions, as well as professionalism and tact in interacting with internal and external higher-level staff and management in the planning and coordination of work efforts.
Assures the City Manager’s action items are properly processed, managed, and resolved; prepares information necessary for administrative decisions and implementation; interprets, communicates, and applies rules, procedures, and policies; oversees assigned programs and administrative support functions and specialized programs such as CDBG.
Supervises, directs, and evaluates assigned staff; makes hiring and termination recommendations; establishes workload and prioritizes work assignments; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; addresses employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; trains staff in operations, policies, and procedures.
Oversees the front desk operations at City Hall; monitors status of work in progress; provides guidance on customer service issues dealing with internal and external stakeholders; implements processes and procedures for efficient operations.
Responds to requests for information; assists with coordinating and participates in a variety of meetings, forums and other public relations activities regarding program activities; communicates with representatives of relevant local, state, and federal agencies, stakeholders, department heads, City administrators and elected officials, and provides information regarding program and project requirements, status, and other issues as needed.
Work requires the exercise of considerable initiative, independent judgment, and discretion especially where clearly defined guidelines are needed. At times, operational assessments may be coordinated through the use of external consultants and consulting service contracts.
Performs journey level budgetary, financial, administrative and analytical support duties for the office of the City Manager; to oversee assigned administrative processes, procedures and programs; to conduct special projects; and to provide highly technical and responsible assistance to the City Manager.
Participates in special projects including research of new programs and services, budget analysis and preparation, and feasibility analyses.
Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding staffing, equipment, and facility needs.
Collects, compiles, researches, analyzes, and prepares information on a variety of specialized topics including complex financial, budget, or administrative issues or questions; prepares comprehensive technical records and reports to present and interpret data, identifies alternatives, makes and justifies recommendations; coordinates efforts with City departments, and other government agencies.
Coordinates activities and special events with other City departments, the public and outside agencies; attends meetings as City’s representative.
Communicates with management consultants, other City employees, Department Directors, City Council, the Mayor, and other public officials, in order to provide assistance and respond to projects representing the City Manager’s Office.
Responds to inquiries; discusses City programs; presents reports, conduct research, and provide information and recommendations.
Prepares various written reports and documents in order to report project status and project costs. Prepares Council reports, resolutions, and schedules.
Coordinates work activities with other City departments, other cities, or other agencies as required to complete assigned projects. Conducts research and analyzes data regarding project costs.
Performs mathematical calculations and financial analyses. Prioritizes own work including research, committee work, and reports. Resolves procedural, operational, and other work-related organizational problems through identifying, coordinating, and implementing appropriate methods of communication, research and analysis, evaluation, and meetings. Coordinates work activities, program functions, and other tasks with other City departments, cities, federal and state agencies,
Working with management consultants and City staff, conducts research and analyzes information and data, financial budgetary, statistical, demographic and historical data to develop recommendations for programs and policies, organizational or financial structures, productivity, equipment and staffing requirements. Comprehends and makes inferences from written material such as policy statements, external and internal communication materials, reports, surveys, and data summaries to make recommendations concerning various issues.
