Several levels of responsibility create the planning series of the Community Development Department. Assistant Planners can advance as follows:
Associate Planner: $6,118.12 – $7,855.16/mo
Senior Planner: $7,318.84 – $9,396.58/mo
Planning Manager: $8,699.96 – $11,169.70/mo
The Community Development Department (CDD) is seeking to fill an Assistant Planner position for the Current Planning workgroup. The Community Development Department is composed of the following workgroups: Planning and Engineering, Building and Life Safety, and Business Operations. The operations center of the department is located at the Permit Center where the public is served in all aspects of land use, permitting, and development construction. The Department’s mission is to serve residents and businesses in their desire to successfully grow, build, and enhance quality of life by providing dedicated customer service to facilitate solutions for thoughtful urban planning and safe building.
The Assistant Planner position is an entry-level professional position responsible for providing exemplary customer service at the Permit Center counter in keeping with CDD’s “Customer First” philosophy, performing research and data collection, interpreting and applying municipal code regulations, and processing applications for land use. Knowledge and experience relating to General Plans, zoning ordinances, environmental planning, architectural design and historic preservation, and/or proficiency with geographic information systems are highly desirable.
Assistant Planners work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Monday through Thursday; 8:00 a.m. to 5:00 p.m. Friday, with alternating Fridays off. Must be willing to attend evening meetings as needed.
Incumbents in this position are included in the Civil Service System and are in a “for-cause” employment status represented by the Stockton City Employees’ Association Bargaining Unit. (Classified/Represented)

Veterans Preference:
This position is eligible to receive five (5) Veteran’s Preference Points for entrance into the Civil Service. Veteran’s Preference Points will not be granted on the promotional list. Under general supervision, performs professional municipal current and/or advanced planning work, including conducting planning studies; collects and presents data and prepares reports; may serve as a group or project leader for professional and technical personnel; performs related work as assigned.
CLASS CHARACTERISTICS
Assistant Planner is the first working level in the professional planning series. This class is responsible for providing assistance to higher level planners in the areas of research, data collection and preparation of reports. Assignments are intended to provide background in the fundamental principles and practices of municipal planning prerequisites for professional level work in the planning field. Incumbents initially work under close supervision and are expected to become increasingly knowledgeable and carry out assignments with increasing independence. This position is alternately staffed with Associate Planner, and incumbents may advance to the higher level after successfully completing a one-year probationary period and gaining one additional year of experience and demonstrating proficiency which meets the qualifications of the higher level class.

MINIMUM QUALIFICATIONS
Education/Experience:
Possession of a Bachelor’s degree from an accredited college or university with major course work in city, regional or urban planning or a closely related field. Sub professional or professional planning experience may be substituted for the education on a year-for-year basis to a maximum of two years.
Other Requirements:
Must possess a valid California Class C driver’s license.
Must be willing to attend evening meetings as required.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best meet the needs of the City, will be invited to participate in the examination process, which may include an written examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. If a written examination is selected, candidates must appear in person to the testing site. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates’ names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
