$4,117.88 – $4,329.26 – $4,550.25 – $4,783.60 – $5,029.31 – $5,285.98

The Stockton Police Department is looking to hire highly motivated and dedicated individuals who are interested in becoming part of the field investigative team. Successful applicants can expect to spend the majority of their time in the field and must be willing to work unusual and sometimes lengthy hours in order to complete the job at hand. The incumbent will work various shifts.
Incumbents in this position are included in the Civil Service system, in a “for-cause” employment status, and are represented by the Stockton City Employees’ Association Bargaining Unit. (Classified/Represented)
This recruitment is being conducted as an Open/Promotional recruitment. Current full-time, regular status, at the time of application, City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both.
Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting and drug screen.
Veteran’s Preference:
This position is eligible to receive Veteran’s Preference Points for entrance into the Civil Service. If you believe you may qualify for Veteran’s Preference, a DD-214 Member 4 form indicating at least 181 consecutive days of service must be received in the Human Resources office by Monday, March 28, 2022 at 5:30pm. Under general supervision, performs complex technical work related to the collection, processing, and preservation of crime scene evidence; performs related work as assigned.
CLASS CHARACTERISTICS
Evidence Technician I is the entry-level class in this specialized police civilian class series and is distinguished from Evidence Technician II in that it is the training level where incumbents learn the basic tasks associated with crime scene investigations, including fingerprinting, lifting latent prints, photography, and evidence investigation and preservation. This class is alternately staffed and incumbents may advance to the higher level after successfully completing a one-year probationary period and gaining one additional year of experience and demonstrating proficiency that meets the qualifications of the higher level class.
PRINCIPAL DUTIES (Illustrative Only)
Examines crime scene for evidence such as blood, semen, hair samples, gunshot residue, and other trace evidence.
Records, analyzes, and preserves crime scene evidence.
Photographs crime scene, including traffic accidents, property damage, accident victims, shoe prints, autopsies, stolen property, and possible arson sites; files photographs.
Dusts crime scene for latent fingerprints using appropriate process to lift prints for suspect comparison.
May fingerprint deceased victims and/or manipulate remains while gathering evidence.
Performs gunshot residue tests on suspects.
Books and processes evidence for later court presentation.
Provides court testimony related to evidence as required.
Prepares detailed reports of crime scene evidence and maintains logs of calls handled.
Prepares crime scene sketches and enlargements for court presentation.
Operates and maintains equipment for lab, photographic, and field use.
Photographs official City functions and events as needed.
Performs general office support duties, including basic typing and record keeping.
Performs related duties as assigned.
MINIMUM QUALIFICATIONS
Education/Experience:
Possession of a Bachelor’s degree from an accredited four-year college or university in a forensic discipline or a degree in Criminal Justice with a forensic concentration.
OR
Possession of an Associate of Arts degree or completion of sixty semester units or equivalent quarter hours from an accredited college or university with major course work in a forensic discipline; and one (1) year of EITHER the handling of evidence and/or property in a law enforcement setting OR employment requiring the application of basic photographic skills.
OR
Possession of a high school diploma or GED and two (2) years of EITHER the handling of evidence and/or property in a law enforcement setting OR employment requiring the application of basic photographic skills.
Other Requirements:
Must possess a valid California driver’s license.
Must be willing and able to routinely work extended shifts and hours other than the normal work week.
Must be willing to handle firearms.
Must be willing to handle hazardous materials in a field or laboratory setting, including possible carcinogenic compounds and/or biological decomposition fluids.
Must be willing to work in proximity to deceased subjects and/or touch and manipulate remains.
Must possess the physical characteristics to perform the critical and important duties of the job, including walking, bending, stooping, crawling, climbing ladders, and lifting and carrying up to 25 pounds on a daily basis.
Must possess sufficient close-up vision to see and correctly read fingerprints and other evidence-related minutia under changing light conditions.
Knowledge of:
Safe work methods and safety regulations pertaining to the work, working with hazardous materials;
Operation of standard office equipment, computer systems, and radio communications;
Basic principles of photographic equipment usage;
Basic law enforcement organization, activities, terminology, and regulations (Evidence Technician I will develop this knowledge); and
Procedures and techniques of evidence collection and processing, including maintenance of chain of evidence (Evidence Technician I will develop this knowledge).
Skill in:
Operating photographic and laboratory equipment in an effective manner;
Establishing and maintaining effective working relationships with the chain of supervision, co-workers, and others contacted in the course of the work;
Dealing tactfully and effectively with victims and/or citizens in emotional and/or stressful situations;
Exercising independent judgment and decision making in daily work activities;
Handling dangerous substances and firearms in a safe manner;
Typing with sufficient skill to enter information into a computer terminal;
Presenting accurate and detailed information related to evidence in court cases;
Collecting, processing, analyzing, identifying, and preserving crime scene evidence in accordance with established procedures (Evidence Technician I will develop this skill); and
Preparing, maintaining, filing, and indexing a variety of evidence reports and other written materials. (Evidence Technician I will develop this skill).
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a written examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates’ names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
