$6,021.78 – $6,330.84 – $6,654.73 – $6,995.94

The Public Works Department is comprised of three (3) different engineering sections: Capital Improvement, Operations and Maintenance, and Traffic.
Capital Improvement Section
The Capital Improvement Program (CIP) section of Public Works delivers a wide variety of projects including, but not limited to, street improvements, bridges, traffic signals, pedestrian and bicycle facilities, sanitary sewer systems, storm drainage systems, building renovations and more.
Operations and Maintenance Section
The Operations and Maintenance (O&M) section of Public Works is responsible for the overall evaluation and maintenance of the City’s infrastructure comprised generally of facilities, parks, roads, signalization systems, and bridges. O&M engineers prioritize maintenance priorities and work closely with other engineers in the department to collaborate on various projects and priorities.
Traffic Engineering Section
The Traffic Engineering Section of the Public Works Department delivers projects and programs to improve the traffic safety of the streets in the city. It also manages a Traffic Management System that consists of traffic signals, video cameras, and fiber optic communication network between signals across the city and the Traffic Management Center (TMC).
The City of Stockton is looking to fill two (2) Junior Engineer vacancies in the Capital Improvement Program (CIP) engineering section of the Public Works Department. The incumbent in these positions will work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m. Fridays, with alternating Fridays off.
The incumbents in this position are included in the Civil Service system, in a “for-cause” employment status, and are represented by the Stockton City Employees’ Association bargaining unit (Classified/Represented).
This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list, the open list or a combination of both.
This list may be used to fill future vacancies in any of the engineering sections in Public Works or the Municipal Utilities Department .
Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting and a medical examination which includes a back evaluation.
Veteran’s Preference:
This position is eligible to receive five (5) Veteran’s Preference Points for entrance into the Civil Service. Veteran’s Preference will not be granted on the promotional list. If you believe you may qualify for Veteran’s Preference, a DD-214 Member 4 copy indicating at least 181 consecutive days of service must be received in the Human Resources office (see supplemental questionnaire for details in submitting DD-214 copy) by the final filing deadline.
Under general supervision, performs a variety of professional civil engineering or surveying field and office work of a routine to complex nature, including development review, design and/or inspection of public works projects, and design and modification of traffic control devices; may develop recommendations for coordinating traffic improvement projects; performs related duties as assigned.
CLASS CHARACTERISTICS
This is a deep class in which incumbents may be assigned to any level, provided that they possess the required education, license and experience, and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. In addition, incumbents may be assigned to a comparable level in the Project Manager series, Public Works Inspector class, or Survey Supervisor class, provided that they possess the required education, license, and experience and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. This class is distinguished from the Senior Civil Engineer in that the latter has overall responsibility for a section of the Engineering Division.
PRINCIPAL DUTIES (Illustrative Only)
Reviews, examines, and evaluates subdivision master plans and improvement plans for water, sewer and storm system compliance with City standards and codes and/or the Subdivision Map Act.
Reviews and/or prepares subdivision agreements, parcel and subdivision maps, legal descriptions, correspondence, and/or plans and specifications for public works and private projects.
Designs, prepares, and/or reviews drawings and engineering specifications for routine to complex capital improvement projects and/or other public works construction projects such as streets, water facilities, storm drainage, traffic signal, sanitary sewers, sidewalks, and street lights.
Conducts contact bid openings for public works projects, including review and approval of bid documentation; administers applicable ordinances relating to project requirements.
Performs the more complex construction inspections to confirm contractual compliance to engineering and construction standards.
Reviews and writes legal descriptions and record of surveys and certifies accuracy and compliance with the Land Surveyors Act.
Verifies contract compliance of Capital Improvement Projects and subdivision improvements for final acceptance by the City.
Develops or assists in the development and implementation of computer applications related to survey work.
May plan, organize, and oversee City survey work and/or direct the work of field survey crews or multiple parties in conducting preliminary, location, construction, property, topographic, and other precise surveys.
In the capacity of registered Land Surveyor, signs maps, legal descriptions, and other documents as required.
Assists in the development of advanced planning and budgets for capital improvement projects; prepares required Council agenda materials and other written documentation.
Performs routine to difficult engineering analysis, evaluation and design of plans for traffic control devices and channelization; oversees the installation of the more difficult plans.
Researches, reviews, analyzes and makes recommendations concerning engineering, project costs, operations, and control aspects of major land development proposals including EIR’s and other documentation.
Researches and recommends methods of financing various improvements, including the use of assessment districts and areas-of-benefit.
Evaluates and responds to public requests for traffic control device changes; prepares recommendations and necessary correspondence.
Coordinates and establishes priorities for the maintenance of traffic control devices and street lighting.
Confers with a variety of public and private officials on traffic related issues; interprets and administers applicable laws and ordinances.
May function as project engineer or project leader on civil or traffic engineering projects.
May coordinate, direct, review and evaluate the activities and performance of assigned staff.
MINIMUM QUALIFICATIONS
Education/Experience:
Possession of a Bachelor’s degree from an accredited four (4) year college or university with major course work in civil engineering or a closely related field.
OR
Current enrollment in the last two (2) semesters/three (3) quarters of a Bachelor’s degree program in an accredited four (4) year college or university with major course work in civil engineering or a closely related field with a minimum of 30 or less units needed to fulfill graduation requirement. Candidates will be placed on the eligible list and certified in accordance with Civil Service rules subject to the candidate presenting proof of graduation by way of official transcripts or actual diploma prior to the official hire date.
OR
Possession of a valid California Engineer-In-Training Certificate (EIT) or Land Surveyor-In-Training Certificate (LSIT).
Other Requirements:
Must possess a valid California driver’s license.
Specified positions may require a willingness to work out of doors in all weather conditions and physical strength to lift and carry equipment weighing up to 60 pounds.
Knowledge of:
Principles and practices of civil and/or traffic engineering design and construction;
Basic supervisory principles and practices;
Principles and practices of contract administration and project management and evaluation;
Applicable principles and practices of engineering as related to survey work;
Surveying principles, practices, and equipment applying to construction, property, and topographic surveying;
Real property legal descriptions;
Applicable codes, regulations, standards and safety practices;
Construction materials, methods and equipment;
Computer user applications as applied to the solution of engineering problems; and
Engineering mathematics.
Skill in:
Performing detailed and complex engineering analysis of designs, specifications and plans;
Applying engineering principles and techniques to the solution of simple to complex civil and/or traffic engineering problems;
Scheduling, assigning, directing and reviewing the work of others;
Exercising sound judgement within established guidelines;
Dealing tactfully and effectively with the public, City staff, engineering firms, contractors, developers, manufacturers and outside agencies;
Preparing clear, concise and accurate reports and correspondence;
Analyzing complex civil and/or traffic engineering data and reports, evaluating alternatives and reaching sound conclusions;
Analyzing complex field surveying problems, evaluating alternatives, and reaching sound conclusions; and
Understanding, interpreting, preparing, and recording survey data, field notes, maps, legal descriptions, and related documents.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a training and experience evaluation and/or a written or oral examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates’ names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
