The City of Tucson is seeking a highly motivated Benefits Analyst to join our Business Services Department Benefits Division. This position provides support for the City’s insurance and wellness programs to 8,000+ combined active employees and retirees. The successful candidate will provide outstanding service in a fast-paced, high-volume environment to internal customers (colleagues, employees, retirees) and external partners. This position requires considerable technical skills, flexibility, eagerness, and aptitude to learn quickly. The position will conduct enrollment events for new hires, separations, and changes throughout the year. It will assist with audits, reporting, and compliance-related activities. It will conduct meetings, prepare written and graphic communications, and respond to customer service requests.

General Description
This position provides operational support for the City’s insurance and wellness programming by working in multiple systems and programs, including Workday, Microsoft Office 365 (Word, Excel, Powerpoint, Teams), and a variety of vendor employer portals. The position involves reviewing and processing requests and documents relating to daily benefit operations. Although the Essential Functions list recruitment duties, this position is not a recruitment position. This position provides benefits-related service and support.
Essential Functions
Conducts recruitment and selection processes by discussing staffing needs with departments.
Performs job analysis, prepares job announcements, and updates job descriptions. Develops and implements applicant screening and selection devices; analyzes and evaluates applications and resumes; oversees interview panels and conducts reference checks.
Researches applicant and employee complaints by assisting the Lead HR Analyst with all workforce/HR matters including recruitment, problem solving and critical thinking.
Ability to effectively organize multiple projects, establishes priorities to achieve the goals of the team and customers and meet short deadlines.
Performs data entry of personnel actions.
Develops advertisements, and methods of examination by analyzing job data, job specifications and minimum qualifications.
Answers questions and provides guidance and assistance to applicants and department hiring personnel.
Assists with development of employment exams.
Reviews selection interview questions for appropriateness to assist department hiring managers and provides feedback.
Interprets policies, Civil Service Rules and employment laws.
Minimum Qualifications
Minimum Education Level & Type: Bachelor’s Degree
Minimum Experience Qualifications: At least 1 year of experience in human resources management
An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of this position may be considered.
Preferred Qualifications
Prior benefits administration experience
Demonstrated knowledge of HR, Benefits, and applicable federal and state laws and regulations
Expertise in Microsoft Excel and Word
Experience with Workday or similar software
Experience in handling sensitive, confidential information
Selection Plan
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview.
Virtual Oral Board Interviews will be held December 06 , 2022
An applicant’s placement on the list will be based on their final score which will be calculated as:
20% of your rating for Training and Experience
80% of your Oral Board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you may bring a copy of your documentation on the date of your oral board interview. The DD214 must be a copy that indicates characterization of service.
