Job description
To outline essential job duties, qualification requirements and working conditions.
• Performs operational and financial analysis and other related functions. Makes recommendations.
• Administers and reports on Capital Improvement Program (CIP) grants, loans and contracts
• Coordinates annual department budget preparation. Communicates schedule and processes to division managers. Maintains Finance deadlines. Ensures master plan, CIP and operations consistency.
• Develops processes and spreadsheets to analyze department operations, revenues and expenditures to monitor trends and forecast needs. Reviews operational, financial and strategic implications of planning efforts including master plans, rate studies and impact fee studies.
• Prepares, coordinates and compiles management reports. Provides status updates on operations, expenditures, revenues and other financial information. Assists in preparing and coordinating reports to keep the Mayor and Council apprised of operational and service delivery issues.
• Performs cost accounting, account reconciliation, AP/AR and coordinates billings with Finance.
• Facilitates and collects CIP information per auditor requests. Assists with annual audits.
• Establishes and maintains professional relationships with federal, state and local agencies.
• Works directly with funding agencies such as the Washington State Department of Transportation (WSDOT) and Transportation Improvement Board (TIB) on agreements and billings.
• Develops contract documents with federal, state and local funding sources. Prepares and maintains statistical and financial reports. Submits reports by established deadlines.
• Develops, or assists in the development of, construction contract documents including front-end, technical and administrative specifications. Ensures appropriate legal review and approval of documents. Advertises for bids. Distributes plans and specifications.
• Attends bid openings and tabulates bid results. Prepares letters of award. Acquires and releases bonds related to public works construction projects. Attends and records construction conferences.
• Prepares contractor progress payments. Collects and files L&I affidavits, final contract vouchers and other documents. Maintains project records for audit purposes.
• Corresponds with contractors and material suppliers. Prepares construction contract change orders.
• Provides training and technical assistance to department staff on financial matters.
• Performs purchasing in accordance with City policies and procedures.
• Organizes databases and maintains record keeping systems for project files. Recommends and implements improvements. Maintains project Records of Materials per WSDOT Guidelines.
• Prepares and maintains a small works, architectural and engineering roster.
• Reviews and processes consultant contracts and payments.
• Reviews and processes construction documentation. Ensures compliance with contract plans and specifications and all applicable WSDOT and Federal Highway Administration requirements.
Other job duties:
• Responds to general engineering public inquiries and refers to appropriate personnel as necessary.
• Assists with review of expenditures, budget requests and future needs for rate-funded programs to determine appropriate Enterprise fund rates.
• Creates, updates and implements process improvement procedures, tasks, workflows and systems.
• Maintains current desk procedures and asks to explain position responsibilities.
• Performs other duties as assigned.
• Bachelor degree in accounting, business or public administration, construction management or related.
• Five (5) years of financial or operational analysis and contract management experience. Public Works or construction operations management experience preferred.
Requires knowledge of:

• Financial management principles and practices and financial reporting standards.
• Principals, procedures and practices of capital project contract coordination and cost accounting.
• Municipal contracting WSDOT Local Agency Guidelines. WSDOT and APWA specifications.
• Municipal budget administration regulations, practices and related analytical techniques.
• Other applicable federal, state and local laws, codes and ordinances.
• Recordkeeping; Time management; Mathematics; English composition and grammar.
• Computer operation and software including Microsoft Office suite of products and databases.
• Safety and security hazards, precautions, standards, policies and procedures.
