POSITION OVERVIEW
Reporting to the AVP for Administration, with independent judgement and decision making, the Director of HR Operations is responsible for managing the delivery of human resources policies and programs, focusing on the efficiency, effectiveness, and the quality of services such as employee engagement, on-boarding/off boarding of employees, recruitment, and retention of employees, and technology systems.
The HR Director of Operations assists the AVP for Administration in setting goals and objectives, and works collaboratively with all levels of faculty, staff, and other constituents. He/she directs all Human Resources processes and focuses on improving operational effectiveness. In particular, he/she assists in the application of technology such as CUNY s PeopleSoft-based information system (CUNYFirst) and web-based tools, and implement changes to manual practice to improve efficiency and implements changes to manual practice to improve efficiency and quality.

In the absence of the AVP for Administration, assume full administrative and supervisory responsibility for the Office of Human Resources, which includes Benefits, Payroll, Time and Leave, and Employment Services.
Direct, plan, supervise and evaluate the work of the appropriate office staff in carrying out appropriate human resource tasks.
Provide counsel to and work collaboratively with senior management and other administrators and chairpersons on a broad range of human resource issues including performance evaluation, classification, and compensation.
Develop and implement plans to improve HR Staff effectiveness with an emphasis on customer service.
Direct and lead staff in the management and maintenance of personnel actions for all employees from onboarding to separation.
Oversee the processing of all faculty and staff personnel actions.
Perform frequent review and audit of reports and database generated through CUNY enterprise software (CUNYfirst) system to ensure accuracy of employee and organizational data and efficient processing of actions using these systems.
Oversee the production of materials/actions to be considered by the College Higher Education Officer Series Screening Committee.
Provide weekly recruitment; track vacancies and position requests.
Work collaboratively with the AVP for Administration and other administrators and chairpersons on broad range of human resources issues including CUNYFirst, faculty and staff relations, classifications and compensation.
Review and develop procedures and workflows to ensure compliance with College, University and Contractual and Government regulations
Coordinate with the Provost s Office a seamless on/off boarding process for all faculty.
Prepare job descriptions and position vacancy notices ensuring compliance with University rules and regulations.
CUNY anticipates a return to fully onsite work before January 2022 and this position is based in New York, NY.
QUALIFICATIONS
Bachelor’s Degree and eight years’ related experience required.
OTHER QUALIFICATIONS:
An earned master’s degree in human resources/personnel management, labor/industrial relations, or a related field and eight years of experience in general HR administration, employee relations and at least one other HR functional area (e.g., talent management, organizational development) preferred.
At least five years of that work should be at the supervisory level. SHRM Certified Professional in Human Resources (SPHR) or other applicable professional certification is preferred.
Proficiency with MS Office products including Word, Excel, Access, Power Point, and Outlook is expected and proficiency in a People Enterprise Resource Environment is preferred.
Excellent experience developing, interpreting, and implementing HR policies, procedures and regulations, preferably in a large higher education institution with represented faculty and staff similar to CUNY.
Solid experience with HRIS systems, preferably Oracle/PeopleSoft.
Ability to align HR practices with HRIS systems and produce management reports.
Be personable and responsive and have the ability to establish and maintain positive working relationships with College personnel and representatives of various external agencies.
Be able to take ownership, handle multiple tasks, prioritize, resolve complex problems, maintain confidentiality, and work independently.

Independently researches sensitive Human Resources issues and assists executive management in their responses
