Columbia Power & Water Systems seeks a professional for a full-time, exempt position to join our growing organization. This newly created position will lead the organization’s human resources and safety functions; develop strategy, and supports CPWS’ Purpose, Mission, Values and Strategic Goals and Initiatives; collaborates with all managers and the executive team to promote a culture of health and safety for all employees.
This position’s purpose includes planning, organizing, and managing the human resources support services through the implementation and maintenance of policies and procedures, employee training and development programs, salary administration, benefits, workers compensation, and employee relation programs; to ensure compliance with EEO programs, other statutory labor laws, and OSHA filings; to provide training programs; and to manage applicable insurance programs; directs the Safety and Technical Training Manager, related to the organization’s safety program and record keeping, including but not limited to training and compliance to our safety manual.
Duties/responsibilities include the following: designing and implementing policies and procedures that guide the Human Resources and Safety Functions within the organization; works to establish a collaborative employee group and enhance the culture within the organization; ensures legal compliance of employment and human resources practices by monitoring and implementing applicable federal and state requirements; creates and deploys recruitment strategies to attract and retain diverse and engaged top talent to drive the organization’s mission; creates plans to promote diversity, equity, and inclusion within the organization; establish and facilitate employee training programs to ensure employee growth and leadership development; effectively manages the wage/salary, retirement, 401k programs, and administers the organization’s benefit insurance programs; and other duties as assigned.

Physical requirements include the following: ability to lift up to 20 pounds; ability to lift and/or carry objects weighing up to 20 pounds for 1 hour a day; ability to use eyes, hands, and fingers to operate computer keyboard quickly and accurately; ability to sit for 2 hours at a time; and the ability to talk, see, hear, reach, handle, and feel.
Education, experience, and qualifications include the following: Requires Bachelor’s Degree in Human Resources, Business Administration, or an appropriately related field from an accredited university; experience in lieu of education will be considered. PHR or SHRM Certification required; minimum of two years supervisory experience; requires at least ten (10) years with increasing responsibility within human resources, with exposure to safety functions; experience in the utility industry is preferred; requires demonstrable knowledge in all general human resources policies and procedures, salary and benefit administration, training, employment, and employee relations; knowledgeable in guidelines and regulations regarding COBRA, ERISA, HIPAA, FMLA, and DOT guidelines; requires ability to learn and promote the organization’s safety standards across our multi-service utility and support the Safety and Technical Training Manager in their goals to promote a safe workplace for all employees.
