Position Summary: Under the general supervision of the Human Resources Director, the Human Resources Operations Manager is responsible for the effective and consistent coordination and implementation of HR business processes, functions and procedures and monitors HR projects and workflow. On a regular and continuous basis, exercises administrative judgment on establishing departmental operation goals, standards, policies and procedures, including, but not limited to: Benefits and Leaves of Absence (LOA) Administration, Compensation Survey and Reporting, Employee Orientation and Onboarding, HR Training and Development, and Human Resources Information System. The Human Resources Operations Manager will serve as the Agency’s Equal Employment Opportunity (EEO) Officer and assist the Human Resources Director with various employee relations matters, including acting as a staff advisor on human resources and labor law matters.
Supports CAPSLO’s mission by ensuring that all Human Resources processes and programs run smoothly and efficiently to support each employee at CAPSLO appropriately. Required Education and Experience: 1. Associate’s Degree/Two(2) years of College PLUS Two (2) years of related work experience OR four (4) years of related work experience. 2.
Minimum of two (2) years of experience in a supervisory/management position, preferably administering human resources functions. 3. Any combination of qualifying education and experience may be acceptable. Preferred Education and Experience: 1.
Bachelor’s degree and relevant nonprofit experience preferred. 2. Spanish fluency (verbal and written) is highly desirable. License & Certifications: 1.
Preferred SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP) credential, HRCI certification, or ability to obtain certification within one (1) year of employment. 2. Must have dependable, insured transportation and valid California Driver’s License (mileage to be reimbursed) and acceptable driving record. DMV printout and proof of insurance will be required.
Essential Functions: 1. Plans, organizes, and coordinates the operations and activities related to the Human Resources (HR) operations and functions on an Agency wide level. 2. Supports HR staff to resolve human resource problems, interpret HR policies and procedures and recommends effective courses of action.
3. Provides leadership in conjunction with the HR Director in coordinating the activities of the HR Department to ensure compliance with all applicable laws, policies, regulations and collective bargaining agreements. 4. Works closely with Payroll and other HR staff in developing, implementing and evaluating ongoing HR/Payroll programs, functions and activities.
5. Provides consistent interpretation/application of HR policies and procedures across the Agency. 6. Identifies optimal solutions that meet the needs of the HR functions by recommending process improvements, system enhancements and alternatives based on specific needs.
7. Maintains HRIS (Ceridian) system capabilities for accuracy, integrity and functionality. 8. Provides leadership and oversees employee information collection, analysis and reporting, supervises the input of data and ensures data integrity.
9. Assists in preparing, entering and monitoring department budgets. 10. Uses various software applications, such as spreadsheets, relational databases and graphics packages to assemble, manipulate and/or format data and/or reports.
11. Assists with coordinating yearly processes including year-end closing, contract rollovers, yearly rate and pay schedule adjustments, work year calendars, staffing, etc. Responsibilities & Duties: 1. Advises and counsels supervisors and employees on matters pertaining to employer/employee relations, grievances and complaints, performance management, classification, hiring, compensation, legislation and other related human resources functions.
2. Provides leadership, by example, establishing and maintaining quality work standards. Plans, organizes, supervises and evaluates the performance of assigned Human Resources staff. 3.
Assists with Conducting and coordinating wage and classification comparability studies within applicable labor markets to ensure Agency compensation remains competitive. 4. Updates the Agency salary ranges and develops operating reports for compensation implementation purposes. 5.
Assists with maintaining current personnel policies, developing and implementing new policies. Works closely with the HR Director to ensure compliance. 6. Confers with management and supervisory personnel in order to determine training needs.
Initiates the development, implementation, and evaluation of training plans and programs, and conducts training programs. 7. Assists with the Administration of employee benefits including medical, dental, vision, life and AD&D, long-term disability insurance plans, COBRA, 403(b) retirement plan and cafeteria 125 plan. 8.
Ensures employees are notified of their benefit eligibility. Processes benefit enrollments, changes, cancellations, and notifications. 9. Manages and conducts open enrollment process and related paperwork.
10. Prepares separation notices and related documentation, and conducts exit interviews and ensures distribution of appropriate COBRA information. 11. Develops and manages the new hire orientation and onboarding program, and conducts new hire orientation and ensures all new hire paperwork is completed.
Monitors missing paperwork and ensures required items are received within the allotted time frame. Updates orientation content and materials as needed to incorporate new benefits, laws, and policies. 12. Oversee third party background checks process.
13. Oversee the input and maintenance of HR data in the Human Resources Information System database. Changes and updates fields in the system as needed. May input data as needed.
14. Reviews all Personnel Action Notices for correctness and authorization. Obtains missing data and corrects information as needed. 15.
Periodically makes visits to out-of-county locations to provide orientation, training and monitoring of Human Resources procedures and documentation. 16. Supervises the Human Resources department in the absence of the Human Resource Director. 17.
Researches and compiles data for salary, benefits, classification and other compensation related studies and surveys. 18. Produces monthly Human Resources Status Report. 19.
Must use reasonable precautions in the performance of one’s duties and adhere to all applicable safety rules and practices, and act in such a manner as to assure at all times maximum safety to one’s self, fellow employees, clients and children. 20. Assists HR Director with Equal Employment Opportunity duties: 1. Investigates and resolves problems/complaints in accordance with established grievance procedures and advises appropriate resolution.
2. Investigates and responds to employee grievances, harassment and discrimination complaints. 21. May assist the HR Director regarding potential and existing litigation.
1. Monitors the hiring process to ensure awareness of and conformity to equal employment policies. 2. Prepares periodic reports regarding EEO.
22. Performs special projects and other duties as assigned. Knowledge, Skills and Abilities: Knowledge 1. Knowledge of the detailed principles and practices of human resources management.
2. Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems. 3. Knowledge of Federal and State labor laws and applicable regulations.
4. Knowledge of the structure and content of the English and Spanish languages including the meaning and spelling of words, rules of composition, and grammar. 5. Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
6. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. Skills 1. Strong proficiency in the functional use of key business applications including HRIS.

Supervisory Responsibility: This position oversees the work produced by HRIS/Recruitment Specialist, Benefit Specialist, HR Specialists and HR Administration Assistants. Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones. Requires working indoors in a temperature-controlled environment with some exposure to copier and printer chemicals/fumes.
Must be able to withstand exposure to noise in a daycare environment. Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical This is largely a sedentary role, however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary.
Position requires intermittent sitting, standing, walking, twisting, and bending. Must be able to lift up to 30 pounds. Simple grasping and hand manipulation required as well as reaching above and below shoulder level. Travel: Requires occasional out of county travel.
