The Community Health Center of Buffalo (CHCB) is searching for a full-time, experienced, on-site HR Generalist to join our team. The HR Generalist will coordinate the day-to-day operations of the HR office, performing a range of HR functions that vary in complexity.
Duties and Responsibilities:
Ensures that CHCB is in compliance with all Federal, State and local laws and regulations for all human resource and payroll activities. Recommends best practices; reviews policies and practices to maintain compliance.
Assists HR Director in administering human resource programs to over 150 staff members including but not limited to compensation, benefits, leaves administration; disciplinary matters; investigations; performance management; employee rewards and recognition programs; and training and development.
Oversees employee recruitment, selection, and onboarding processes. Collaborates with department managers to understand skills and competencies required for openings. Posts job openings internally and externally. Writes and revises Job Descriptions as needed.
Coordinates the performance evaluation program; revises the program as needed; implements changes.
Reviews, tracks, and documents compliance with mandatory and non-mandatory employee training, continuing education and work assessments. May conduct in-service trainings on various HR topics.
Assists with performing employee and labor relations functions including working with managers to handle disciplinary actions and terminations.
Oversees the maintenance of employee personnel records including pre-employment documents, employment documents, separation documents, employee medical files, immigration forms/I-9. Complies with record retention requirements.
Facilitates various external audits by providing records and documentation to auditors. Also conducts yearly internal HR department audits to ensure compliance.
Works closely with third-party benefits administrators/brokers in troubleshooting routine and complex employee benefit issues.
Oversees bi-weekly payroll process including reviewing and approving timecards, processing and maintaining payroll data. Administers and maintains an accurate payroll database including employee time, attendance and leave time usage and accruals. Accurately enters and processes payroll deductions including taxes, benefits, and other employee deductions such as garnishment of wages.
Oversees Provider and para-professional credentialing and re-credentialing process.
Prepares written documentation as required on behalf of CHCB; maintains, distributes, analyzes and projects information for required records, reports, and statistics as needed.
Promotes an environment that encourages employee engagement. Fosters positive employee relations and serves as a role model internally and externally.
Participates in and contributes to Quality Improvement and Quality Assurance activities and functions as needed.
Participates in the development of strategic short and long-term plans.
Regular attendance is required. Attends meetings as required.
Performs other relevant duties as assigned.
Physical Demands: Requires prolonged periods of sitting at a desk and working on a computer. Entails standing, walking, bending, and stooping. Must be able to access and navigate each department at facility. Significant job stress may be associated with the position.
Salary Status: Salary; exempt
Minimum Qualifications: Bachelor’s in Business Administration, Human Resources, or other appropriate field and three (3) years full-time experience in Human Resources including one (1) year of payroll processing experience. Provider credentialing experience a plus. SHRM-CP designation a plus.
Preferred Qualifications: Bachelor’s in Business Administration, Human Resources, or other appropriate field and five (5) years of full-time experience in Human Resources, including one (1) year of payroll processing experience. Three (3) years experience in a supervisory, administrative consultative or managerial capacity. PHR certification a plus.
