Accounts Payable Clerk

Work Schedule: 40 hours/week 8:00am-5pm Monday – Friday – 1-hour lunch break
Position Summary: Under the general supervision of the County Clerk, the position involves the performance of varied accounting and clerical duties in the County Clerk’s Office. This clerk applies basic accounts payable principles within the limits of an established accounting system.

Essential Function Statement(s)
Pass a post-offer/ pre-employment drug screen
Responds to public inquiries, both in-person and on the telephone.
Receives purchase orders from all departments and ensures correct line item and vendor is charged.
Encumber funds from submitted purchase orders.
Review invoices, balance account statements, and prepare warrants (checks) for issues.
Prepare a claim register of warrants to be paid
Posts the daily receipts and expenditures to the proper funds (reports from Treasurer)
Assist in the fund balancing and closing of month-end and year-end books.
Assist with all elections administered by the County Election Officer as requested.
MARGINAL FUNCTIONS
Assists with processing large mailings and delivery to post office via motor vehicle or walking.
Other related duties as necessary or required.
Retrieving mail from the post office and submitting outbound mail to a designated location.

SKILLS & ABILITIES
Experience: Microsoft Office experience required. AS/400 experience is helpful.
Education: High School diploma or equivalent is required. College courses or a degree in accounting is preferred. Related work experience may be substituted for education.
Skills: Ability to operate a copy machine, calculator, computer, and other related office machines. The ability to receive, interpret, and follow oral and/or written instructions as well as possess organizational skills. Ability to maintain effective working relationships with associates, employees of other departments, county officials, and the public.
Problem Solving: Problems relating to the payment of the County’s bills and reconciliation of invoices and statements.
Decision Making: Limited decision-making exists in this position. Duties follow prescribed policies and procedures.
Accountability: Employee is not responsible for budgetary control of the department and does not participate in the annual budget process.
Supervision: Employee does not have supervisory responsibility for subordinate personnel.
Personal Relations: Frequent contact with other county departments, and the general public requiring the ability to communicate and relate positively and effectively.
