Position Summary: Under the supervision of the County Administrator, the Landfill Director position involves skilled work in the operation and supervision of the county landfill facility. The Landfill Director also performs the duties of an equipment operator by operating a wide variety of heavy and light equipment used in landfill maintenance and solid waste management. The Landfill Director oversees subordinate personnel, upholds the policies and procedures of the landfill facility, is responsible for adhering to all federal, state, and Environmental Protection Agency guidelines on landfill management, and handles customer inquiries. In addition to the supervisory duties, work involves responsibility for the safe and efficient operation of heavy construction and maintenance equipment.

Essential Function Statement(s)
Supervises subordinate personnel at the landfill facility;
Gives daily assignments to equipment operators;
Manages operations of facility and reports performance to county administrator;
Complies with federal and state landfill requirements by maintaining and submitting proper reports;
Issues special landfill permits to citizens;
This position will operate under county policy as well as Federal, State, and local regulations;
Coordinate controlled burns with Chief Officer of Ford County Fire & EMS;
Responsible for future planning and construction of landfill;
Operates tractors, mowers, backhoes, and other types of heavy and light equipment used in construction and maintenance operations;
Oversees county landfill cash drawer;
Works with laboring crews as needed;
Attend staff meetings and commission meetings as requested;
Performs maintenance and servicing work in connection with the operation of related equipment;

Competency Statement(s)
Able to work legally in the United States;
Communication, Oral and Written- Ability to communicate effectively with others using the spoken word and proper writing style in all communication vehicles.
Able to operate a vehicle legally under Kansas State law;
Pass a post-offer health assessment and drug screen.
SKILLS & ABILITIES
Experience: More than three years of landfill equipment operator and supervisory experience. The Landfill Director is expected to have acquired the necessary information and skills between six months to one year in the position.
Education: Technical degree or some college credit. State technical courses in landfill management. Experience may be substituted for a degree or credit.
Skills: Knowledge of bookkeeping, federal and state regulations for the disposal of waste and chemicals, and equipment maintenance techniques. Ability to operate all related landfill heavy equipment, shop equipment, and office equipment.
Problem Solving: Problem-solving is required concerning the daily management of department functions and supervision of personnel. Problem-solving includes maintaining equipment and keeping updated on federal and state regulations concerning landfill management.
Decision Making: Decision-making exists concerning the daily management of the landfill facility. Determines when to open and close pits at the landfill. Assigns duties to personnel and determines the best method for the performance of assigned tasks.
Accountability: The Landfill Director is responsible for budgetary control of the department and participates in the annual departmental budgetary process before Administrator and Commission final approval.
Supervision: The Landfill Director is occasionally supervised and reviewed by County Administrator. The Landfill Director has supervisory authority over subordinate personnel.
Personal Relations: Frequent contact with county departments and continual contact with the general public.
Working Conditions: Job performance involves physical effort and manual labor. Extreme weather conditions and toxic fumes are factors in this position.
