Regularly performs the most difficult and complex technical work in support of projects and professional engineering activities of the Highways division; may supervise lower level technicians as assigned; and performs other related duties as required.
One (1) immediate permanent full-time vacancy with the Department of Public Works – Highway Maintenance Division in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Special Working Conditions: Must be available for stand-by duty and be able to respond to emergencies within 30 minutes to the baseyard.
Working Hours: Monday – Friday; 6:30 a.m. to 3:00 p.m.
Examples of Duties
Develops and applies time measurement standards for various maintenance tasks and work to assist in the planning and scheduling of highways maintenance and construction projects.
Works with professional personnel, consultants, and contractors on planning construction and highways projects or feasibility studies.
Reviews and analyzes work projects, applies time measurement standards, compiles data and statistics, makes volumetric computations and cost comparisons, explores alternative plans, and prepares report of findings with recommendations.
Reviews work order requests from other departments or divisions; checks with overseers on work schedules, personnel and equipment availability, and cost of materials; coordinates the scheduling of work.
Participates in the development of the division’s objectives and goals; participates in implementing programs and activities to achieve the objectives.
Participates in the development and implementation of operational policies, work methods and procedures, and production standards and measurements; provides training for supervisors and employees; provides new employee orientation and training on production methods and procedures as necessary.
Prior to the start of projects, checks area to ensure that all underground utilities have been identified and clearly marked.
Coordinates the ordering and delivery of materials for projects.
Inspects new road construction work and the resurfacing, reconditioning, patching, and realignment of roads; checks sub-grades and the laying of base course.
Operates pavement quality indicator equipment to check density of road pavement; directs personnel to make adjustments in operations to achieve proper density.
Oversees and coordinates work of contractors, e.g., guard rail installation and replacement, tree trimming, etc; confers with overseers and schedules work; ensures that contract requirements are met and that work is on schedule.
Prepares various operational reports relating to road construction, maintenance, and repair activities; checks on the status of projects and work outstanding; discusses concerns and delays with overseers; informs management of issues requiring attention.
Compiles productivity data; analyzes data to identify problem areas, to improve operation, and to reduce cost.
Participates in the conduct of studies and research relative to the division’s compliance of federal and state environmental regulations such as storm water management, underground injection control, dust control, chemical disposal, etc.; prepares reports of findings.
Receives complaints from the public; investigates and resolves problems or refers complaints to overseers for follow-up and resolution.
Develops and maintains administrative control records and operating procedures relating to inventory, equipment maintenance and replacement, County road inventory and photo log system, road pavement management system, work requests, contracts, and operational activity reports.
Reviews requests for equipment, materials, and supplies; obtains quotes from vendors; works with Automotive Division on specifications for equipment; processes requisitions and distributes supplies to districts.
Coordinates with vendor/contractor to train employees on use of new equipment and products.
Provides information on project and equipment replacement costs for annual budget preparation.
Provides general information to County officials, employees, and the public regarding highways projects and programs.
Assists engineers and overseers with the preparation of informational materials and statistical data for community meetings or hearings, workshops, conferences, meetings, etc.
May supervise others employees as assigned.
During emergencies, may serve as the division’s representative to the Civil Defense command center to coordinate division’s operations; may be required to work overtime and/or standby and respond to emergencies as the need arises.
Performs other related duties as assigned.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
graduation from high school, and
four (4) years of technical experience in engineering oriented support functions such as research, data collection and analyses, inspections, testing, surveying, or drafting experience, of which
two (2) years shall have included technical work in support of road construction and maintenance programs and/or projects, and
possession of valid State of Hawai’i driver’s license (Class 3) or any other valid comparable driver’s license at time of filing. (You will be required to submit your valid driver’s license at time of hire).
Substitution of education for required experience: An Associates degree or higher from an accredited college or university in Engineering, Engineering Drafting, or CAD may be substituted for two (2) years of the required experience. (Scan and attach your official college transcript to be credited for the substitution of experience).
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.

Knowledge of: mathematics including algebra, geometry, and trigonometry as required; engineering terminology; basic engineering principles and practices; sources of technical information and pertinent regulations and references; methods and techniques of computing volumetric and time measurements; operation of electronic computers and various software applications applicable to engineering work; basic principles of supervision, as applicable.
Ability to: make mathematical computations; apply time measurement standards to work tasks; apply engineering techniques, methods, and practices; use judgment and initiative to follow through on assigned tasks; conduct research and tests to evaluate suitability of equipment and materials; read plans and specifications; extract, compile, and evaluate data and prepare reports with recommendations; develop and oversee the maintenance records and reports; operate electronic computer, peripherals, and various software applications; give and follow oral and written instructions; establish and maintain an effective working relationship with County officials, employees, and the public.
