This recruitment is for a full-time temporary contract position not to exceed June 15, 2022 with the Department of Human Resources.
This position performs duties related to expanding the County’s recruitment program to address global employment trends related to the Coronavirus Pandemic, and incorporate diversity, equality, and inclusion as part of the County’s recruitment strategies.
This position is exempt from civil service.

Examples of Duties
Reviews, analyzes and makes recommendations to expand the County’s recruitment program and rebrand the County of Hawai‘i as an employer.
Makes recommendations on recruitment strategies for the County of Hawai‘i with an emphasis on diversity equity and inclusion.
Conducts market analysis and reviews labor trends and data to support implementation of proposed changes and recommendations.
Markets the County as an employer and facilitates designing of radio, print, and video advertisements.
Serves as a liaison between the County of Hawai‘i, the community, and various recruitment platforms to boost recruitment efforts and establish a diverse talent pipeline to attract potential applicants.
Sources potential candidates through online channels (e.g. social platforms and professional networks.)
Provides regular reports based on identified metrics to determine the effectiveness of rebranding strategies and its impact on attracting qualified applicants
Other related duties as assigned.
Minimum Qualification Requirements
Preferred Education:
A combination of education and experience substantially equivalent to a graduation from an accredited college or university with a baccalaureate degree in human resource management, business or public administration or administrative services.
Preferred Experience:
Two (2) years of professional experience in human resource management or in public relations of which,
One (1) year shall have included recruitment activities in-person, via social media and online recruiting sites.
Clear oral and written communication skills
Detail-oriented
Proficient in the use of standard office software
Ability to multi-task
License Requirement:
Possession of a valid State of Hawaii Driver’s License (Class 3) or any other valid comparable driver license. You will be required to submit your valid driver’s license at the time of hire.
