THE OPPORTUNITY:
OCERS is seeking a Retirement Benefits Technician to perform unique duties requiring the exercise of considerable discretion and responsible decision making. This position is assigned to the Member Services Division and includes heavy customer service, retiree and employer payroll transaction processing, data entry, correspondence, and other pension related work. Incumbents in this class perform unique tasks which include the application and explanation of policies, regulations, and guidelines where interpretation and independent judgment are required. Assignments may also require the integration of technical knowledge with interpersonal and communication skills.
GENERAL DUTIES:
Incumbents in this position perform technical support functions for OCERS Member Services Division, including preparing correspondence, confirming information and estimates of future retirement benefits, verifying and/or changing beneficiary, tax withholding, or Electronic Fund Transfer information, researching pension information for members or beneficiaries, processing paperwork to establish reciprocity, calculating service purchase contracts and responding to a high volume of phone and online chat inquiries.
THE IDEAL CANDIDATE:
The Ideal Candidate will possess intermediate computer skills in Word, Excel, and Outlook, as well as the ability to establish and maintain cooperative working relationships with peers, supervisors and managers. The ideal candidate will exhibit the ability to think logically, organize thoughts and prioritize work loads in order to complete work assignments in an efficient and timely manner. The successful candidate will be able to work independently and possess excellent oral and written communication skills.

MINIMUM QUALIFICATIONS:
Three years of experience in the use of modern office practices and procedures, principles of writing, and performing difficult technical work requiring independent judgment, accuracy and speed. One year of the required experience may be substituted by one of the following:
Completion of 18 semester or 27 quarter units in the office practices, business education or a closely related field from a recognized college
or
Completion of 360 hours of training from a recognized occupational training program in office practices, business education or a closely related field

Physical Characteristics:
Must have the body mobility, agility, and stamina to stand, walk, stoop, bend, and twist, to access standard office equipment and be in a standard office environment; ability to sit for prolonged periods of time; body strength sufficient to lift up to 15 pounds and carry files; vision sufficient to read fine print and a computer monitor; manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a telephone, keyboard, write and use a calculator; speak and hear well enough to communicate in English clearly and understandably in person, over the telephone, and in small groups; mental stamina to interact professionally with members of the Board of Retirement, Plan Sponsors, peers and members and the ability to drive a car.
Environmental Conditions:
The primary work place is in an office environment, working with standard office equipment, which generates a quiet moderate noise level. Incumbent performs work in an environment that includes elected officials, non-elected officials, government agencies, community interest groups and the general public in the development and coordination of OCERS affairs. May be required to travel out of the area to attend professional conferences and meetings.
RECRUITMENT PROCESS:
OCERS Human Resource Department screens all application and supplemental information materials to identify qualified candidates. After screening, candidates who meet the minimum qualifications will be referred to the next step in the recruitment process. All candidates will be notified via email of their status in the process.
Applications Appraisal Panel (AAP) | Application Rating (Refer/Non-Refer): Application material will be rated by a panel of job knowledge experts for those qualifications most needed to perform the duties of the job. The more qualified candidates will be referred to the next step. All notifications regarding this recruitment will be sent via e-mail.
Qualifications Appraisal Panel (QAP) | Application Rating (Weighted 100%): Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate’s rating will be based on responses to a series of structured questions designed to elicit the candidate’s qualifications for the job.
Based on OCERS needs and the number of applications received; the selection procedures listed above may be modified and all affected candidates will be notified.
ELIGIBLE LIST
After all the test procedures have been completed OCERS Human Resources Department will establish an eligible list of up to three categories of qualified candidates.
