EXAMPLE OF DUTIES
Plans, organizes, assigns, coordinates and supervises professional, technical and clerical human resources staff engaged in the activities of a Recruiting and/or Classification program within Human Resources; establishes work schedules, assigns staff to projects and coordinates the flow of work;Evaluates assigned program(s) and reviews policies, procedures and methods used relative to effective utilization of resources and achievement of goals; formulates, recommends and/or implements action for program improvement;Meets with department/agency managers and staff on human resources issues affecting assigned program;Interprets and explains human resources management provisions of laws, rules, policies and agreements to County management, employees, employee organizations and the public;Participates in the establishment of strategic short-term and long-range program planning;Assists in the development of the program budget;Prepares detailed written transmittals, reports, procedures and other communications;Prepares and delivers oral presentations designed to educate, explain and/or persuade;Interviews, selects, hires, trains, supervises, and evaluates program staff;Analyzes and evaluates department/agency classification needs; conducts or coordinates classification and salary studies; reviews study recommendations and changes in classification plan, insures internal consistency and integrity of the County classification plan and job classification process;Manages employee recruitment and examination procedures in compliance with County rules and regulations in an expeditious manner to insure a diverse and qualified candidate pool;Meets with and/or negotiates with representatives of employee organizations;Collaborates with information systems staff to identify and evaluate assigned program’s system/database needs and implements new systems or changes as necessary;Keeps informed of new trends and developments related to the program’s activities;May research and recommend vendors, participate in negotiations of vendor contracts and monitor contract service providers to ensure compliance to contract provisions;May be assigned Disaster Service Worker responsibilities as required; and Performs other related tasks as necessary.
MINIMUM QUALIFICATIONS
Sufficient education and experience to which demonstrates the ability to perform the above typical tasks and the attainment of the knowledge and abilities listed below. Experience Note: The knowledge and abilities required to perform this function are typically acquired through education, experience and training equivalent to a Bachelor’s degree in Human Resources, Business, Public Administration or related field and five (5) years of progressively responsible professional-level experience in the field of Human Resources, including one year performing supervisory duties. Experience in the public sector is desirable. Special Requirement: Ability to travel to alternate locations in the course of work. If driving, possession of a valid California Driver’s License prior to appointment and the ability to qualify for and maintain a County driver authorization. Knowledge of: Principles and practices of recruitment, examination and or classification/compensation, depending upon specific area of assignment;Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline and staff development;Information systems applications for managing human resources processes; common office computer applications such as word processing and spreadsheet;County human resources rules and regulations; State and local laws and regulations relating to human resources;Principles of negotiating and reaching agreement;Methods of administrative problem solving;Research and analysis methods and principles;Presentation techniques.Ability to: Plan, organize, manage and evaluate a human resources program;Supervise, train, develop and motivate staff;Interpret, enforce and apply Federal, State, County, and local policies, procedures, laws and regulations;Develop and maintain effective working relations with those contacted during the course of work, including interacting effectively with employee groups and representatives;Effectively utilize information systems;Supervise and train staff;Prepare clear and concise reports and written communications;Communicate effectively both verbally and in writing.
