The Office of Research, Analysis, and Reporting (ORAR) team partners with divisions within OSSE as well as agencies across the District to promote the quality and transparency of education data in order to inform policy and practice. The data analysis manager will serve as a policy and research expert concerning educator data and historically underserved groups of students; the incumbent will support continuous improvement by increasing the efficiency and impact of routine required reporting, as well as novel analysis. The data analysis manager will employ rigorous research techniques, including quantitative and qualitative methodologies, to evaluate and implement accountability and/or early learning policies and practices across the District and provide specific recommendations concerning these policies and practices as well as drive continued research.
Duties And Responsibilities
Directs the activities of a small staff to perform statistical analysis, produces authoritative reports, supports evaluations of state educational programs, and fulfills data requests from the research community. Responsible for developing a program to support the utilization of data in state systems to improve educational outcomes of students. Develops and implements an annual action plan that organizes: (1) annual reporting requirements (including accountability reports), (2) training in analysis and data utilization; (3) analysis and studies on OSSE priorities; and (4) policy and requirements development. Assures confidential handling, storage, and treatment of individually-identifiable data by directing security procedures that meet or exceed those required by state or federal laws or regulations.
Directs the regular publication of analytic reports using data; this includes interactive online data displays, printed reports, and the regular release of a pre-K-20 statistical abstract. Develops and recommends strategies on matters related to data tracking and research. Designs data collection methodologies. Prepares report of the findings and recommendations. Keeps abreast of pertinent research procedures. Represents the OSSE in state and national education statistics and information conferences. Speaks publicly on behalf of the DC educational data and underlying analysis systems. Supervises a staff of professional and contract employees, assigning and reviewing their work; recommending selection, promotion, and termination; approving and disapproving leave; and preparing performance evaluations. Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience could include, but not be limited to: large or technically complex project management, teaching others statistical techniques and software (e.g., Stata, SQL, and/or R), and application of education research theory, principles, and practices. Graduation from an accredited college or university with a relevant Master’s degree and research and policy analysis experience is highly preferred.Experience with Stata, SQL, and/or R is highly preferred.

Duration of Appointment: This is a Management Supervisory Service (MSS), “At-Will” Appointment. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
